Thus,drainage flows on-site are derived only from runoff in the project <br /> area. Because the Project is designed to retain on-site drainage in the settling <br /> ponds (see the"Environmental Commitments-General Commitments" section <br /> of Chapter 2, "Project Description,"of the EIR) and all runoff at the project site <br /> would be contained on-site during the operation and reclamation periods, the <br /> proposed Project would not substantially alter the drainage patterns of storm <br /> drainage systems. There would be no impact to existing off-site flood control <br /> facilities in the vicinity of the Project. Additionally,any nearby users with the potential to be affected <br /> by such activities would be notified prior to relocations of the electrical facilities. <br /> • This impact is considered less than significant. No mitigation is required. <br /> It is assumed that development of the site in accordance with the operations plan <br /> ., would require extension or relocation of electrical and natural gas facilities to <br /> serve the site. Specific facility and service needs are determined by PG&E, <br /> following submittal of a formal service request to PG&E. <br /> r <br /> Because the amount of electricity used by the various types of equipment and <br /> machinery at the site would depend on a variety of factors, such as energy <br /> efficiency,hours of operation,and types of construction materials being <br /> r produced(e.g.,gravel, concrete,or asphalt), is it difficult to precisely assess the <br /> energy demand over the life of the project. Therefore,this EIR will not speculate <br /> on the estimated energy consumption of the project.
