San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Transportation and Traffic "- <br /> vicinity of the project and provides the major artery between the project <br /> vicinity and aggregate consumers to the north and south. <br /> ■ I-580 is an interstate freeway that originates at the I-5/I-580 freeway-to- — <br /> freeway interchange and generally extends south to north along the east side <br /> of the San Francisco Bay before terminating at an interchange with U.S. 101 <br /> in Marin County. I-580 provides regional access between the Bay Area and _ <br /> cities in the San Joaquin Valley, generally via connections with I-205 near <br /> Tracy and SR 132. I-580 is a four-lane freeway in the project vicinity. <br /> ■ SR 132 is an east-west state highway that begins at the junction with I-580 <br /> and ends at SR 49 at Coulterville in Mariposa County. The highway is a <br /> major connector between 1-580,1-5, and east through Modesto. It connects to <br /> 1-5 and I-580 via interchanges. Through the study area, SR 132 is used as a — <br /> commute route between the Modesto urban area located to the east and the <br /> south bay area located to the west and north. SR 132 is a two-lane highway <br /> except for short four-lane section near the interchanges with 1-5 and 1-580. — <br /> Improvements are proposed at the SR 132/Bird Road interchange and are <br /> discussed further below. At the time of preparation of this document,the SR <br /> 132/Bird Road interchange is anticipated to be under construction by late <br /> spring 2007 with construction completed by the middle of 2008. During <br /> construction, a new temporary intersection will be constructed on SR 132 <br /> just east of the existing SR 132/Bird Road at-grade intersection that will <br /> provide access to Bird Road both north and south of SR 132. <br /> County Roads — <br /> Near the project area,Koster Road, Bird Road, and Blewett Road handle <br /> primarily local traffic to and from residential and agricultural uses. These <br /> roadways at their current width and consistency with County standards,are <br /> described further below. <br /> ■ Koster Road is a two-lane north-south county local rural road that extends <br /> from Stanislaus County north to Linne Road in San Joaquin County. The <br /> road intersects SR 132 approximately 1 mile east of the I-5/SR 132 — <br /> interchange at a four-way at-grade intersection with stop sign control. San <br /> Joaquin County's current typical cross section for a rural road is a 32-foot <br /> paved roadway. The existing 20-22 foot paved roadway cross section would <br /> be considered nonstandard based on the current County standards. <br /> ■ Bird Road is a north-south county rural collector road that provides access <br /> between the project site and SR 132. It extends from south of Blewett Road — <br /> north to Grant Line Road. The roadway is currently two lanes and intersects <br /> SR 132 approximately 2.25 miles east of I-580 and approximately I mile <br /> west of 1-5 at a four-way at-grade intersection with stop sign control. The <br /> section of Bird Road from just south of Blewett Road north to the <br /> intersection with Blewett Road was improved within the last 10-years to a <br /> two-lane,48-foot wide paved roadway(two 20-foot travel lanes with 4-foot _ <br /> shoulders). At the same time, the section of Bird Road from the intersection <br /> with Blewett Road north to the intersection with SR 132 was improved to a <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 3.L-2 <br /> As 05105.05 <br />
