San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Transportation and Traffic '- <br /> ■ Blewett Road between Koster Road and Bird Road <br /> ■ Bird Road between Blewett Road and SR 132 <br /> J <br /> In addition, and as relevant to this study,peak hour operations at the I-5/SR 132 <br /> interchange are described. <br /> Existing Traffic Volumes <br /> As part of the traffic forecast update for the SR 132/Bird Road Interchange <br /> Project Report,peak period intersection counts were collected at the Route <br /> 132/Bird Road intersection on Wednesday,May 4,2004. Intersection turning _ <br /> movement counts were collected during the AM hours between 5:00-8:00 a.m. <br /> and during the PM hours between 2:00-6:00 p.m. Based on the review of this <br /> data,the AM and PM peak hours were identified as follows: <br /> ■ AM peak hour—between 6:00-7:00 a.m. <br /> ■ PM peak hour—between 4:00-5:00 p.m. <br /> Supplemental AM and PM peak hour intersection counts were also collected at <br /> the Bird Road/Blewett Road and Koster Road/Blewett Road intersections on <br /> Thursday, June 2,2005. These counts were collected during the AM and PM <br /> peak hours noted above. The existing conditions peak design hour traffic <br /> volumes are shown on Figures 4 and 5 in Appendix F(Omni-Means 2005). _ <br /> Levels of Service <br /> The quality of traffic service provided by a roadway or intersection is described <br /> using a letter designation. The letters,representing a roadway's or intersection's <br /> level of service(LOS),designate progressively declining traffic conditions,with <br /> "A"indicating the best traffic conditions and"F"indicating the worst. The 2000 <br /> Highway Capacity Manual(Transportation Research Board 2000)assigns level <br /> of service letters based on the delay time that a single vehicle would experience <br /> at an intersection before passing through the intersection(based on the <br /> probability and frequency of gaps in traffic). <br /> The level of service designations and the conditions they represent are shown in <br /> Table 3.L-1. <br /> Existing Traffic Operations <br /> Intersections <br /> Existing peak-hour intersection operations is shown in Table 3.L-2.
