The Concept
Facility for SR 132 is a four-lane freeway from I-580 to just past the I-5 junction _
and a four-lane expressway to SR 99. The Ultimate Transportation Corridor
(UTC),however,is for a six-lane freeway from I-580 to 1-5 and a four-lane
freeway from I-5 to SR 99. The Concept Facility for SR 132 would mitigate the
current LOS"F"peak hour operations on the SR 132 two-lane highway -
segments. In previous discussions with San Joaquin Council of Governments
(SJCOG) staff, it was indicated that improvements to SR 132 are identified as a
placeholder in the 2004 SJCOG Regional Transportation Plan(RTP). SR 132 is
identified with an asterisk(*) in the 2004 SJCOG RTP which means it has not
been funded through construction. Because it was identified as not funded
through construction, it has not been determined that the project conforms to air -
quality goals in the Air Quality Conformity Analysis for 2004 San Joaquin
Regional Transportation Plan &Federal Transportation Improvement Program
(adopted July 2004)(in Omni-Means 2005). _
Other Transportation Modes _
San Joaquin Regional Transit District provides bus service in portions of the
County, including routes within the Stockton metropolitan area, fixed routes
connecting Stockton with Lodi, Tracy,Manteca, Ripon, and Lathrop, and hopper _
routes connecting Ripon,Escalon, Manteca,Lathrop,Thornton,Woodbridge,
Acampo, Victor,Lockeford,Morada, and Linden to Stockton, Tracy, and Lodi.
None of the routes currently provided by the transit district service the project
area. The project area is rural and does not include designated bicycle routes or
facilities for pedestrians.
DeSilva Gates Quarry Project —
Draft Environmental Impact Report 31-6
AS Os10s.05
