To develop an <br /> estimated TI value that would account for lighter empty trucks traveling in one <br /> direction of travel, a separate TI value was developed for each direction with — <br /> empty trucks assumed to be represented by 4-axle vehicles for the purpose of <br /> calculating ESAL (all aggregate trucks whether empty or loaded were evaluated <br /> as 5-axle vehicles when calculating the TI values shown in Table 3.L-13). <br /> Directions in which the majority of trucks are assumed empty include <br /> southbound Bird Road between SR 132 and Blewett Road, eastbound Blewett <br /> Road between Bird Road and Koster Road, and northbound Koster Road to the _ <br /> project entrance(Omni-Means 2005). <br /> Table 3.L-14 presents the calculated TI values by direction of travel on Bird <br /> Road,Blewett Road and Koster Road just south of the DeSilva Gates quarry <br /> entrance for existing(10-year TI value),and year 2007 base(10-year TI value) <br /> traffic conditions. <br /> Table 3.L-14.
