San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Transportation and Traffic <br /> 2027 Traffic Volumes <br /> Year 2027 baseline (cumulative baseline)AM and PM peak hour traffic volumes <br /> were developed utilizing the yearly growth rate of 3.34%per year along SR 132 <br /> and current peak hour directional percentages and splits along SR 132. Only <br /> minor peak hour traffic volumes are projected on Bird Road to the north of SR <br /> 132. San Joaquin County's General Plan extends out only until the year 2010. <br /> Within the General Plan,the land north of SR 132 is designated primarily for <br /> ` agricultural uses. County staff indicated that this land will remain in agricultural <br /> use through the foreseeable future and that any change in land uses would require <br /> going through a General Plan amendment and zone change. As for the land <br /> located to the south of SR 132, County staff indicated this land will remain in <br /> agricultural use or be used for aggregate extraction through the foreseeable future <br /> (Omni-Means 2005). <br /> There are five other existing,permitted and future aggregate operations that will <br /> be located within the Vernalis area. The potential average yearly production by <br /> the year 2027 for these five aggregate operations was determined based primarily <br /> r. on production estimates provided by individual quarry operators. Based on the <br /> available information,the five other area aggregate operations are estimated to <br /> produce 15,550,000 tons per year of material by 2027 that would be exported <br /> r from the study area by truck. Table 3.L-15 was prepared to show the estimated <br /> average yearly production by individual quarry operator(Omni-Means 2005). <br /> Table 3.11-45.
