San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Transportation and Traffic <br /> IVY.1.(6)To reduce peak-hour traffic congestion,the County shall support <br /> alternative forms of commuting,such as transit,car and vanpooling,the use of <br /> High Occupancy Vehicle(HOV)lanes,bicycling,and walking. <br /> IV.F.2.(2)Transportation improvements shall be scheduled to coordinate with <br /> land use development and transportation demand. Transportation investments <br /> and service capacity shall be planned to correspond to the development and <br /> travel demand identified by plans of local communities. <br /> IV.F.2.(3)Transportation needs and access shall be considered when locating <br /> land uses. <br /> IV.F.3.(1)The County shall plan for a road system of adequate capacity and <br /> design to provide reasonable and safe access by vehicles with minimum delay. <br /> IV.F.3.(7)Development shall provide all right-of-way and on-site road <br /> improvements necessary to serve the development and mitigate off-site traffic <br /> impacts triggered by the development. <br /> IV.F.3.(8)On minor arterials and roadways of higher classifications,the County <br /> shall maintain a LOS no lower than"D"at all intersections and the following on <br /> the throughway: <br /> (a)on State highways,LOS D; <br /> (b)within a city's sphere of influence,LOS D,or LOS C when the city <br /> plans for that level of service or better; <br /> (d)on other roads,LOS C. <br /> IV.F.3.(9)The LOS for a roadway shall be based on the average weekly peak- <br /> hour volume(San Joaquin County 1992). <br /> Impact Analysis <br /> Approach and Methodology <br /> The analysis of traffic impacts presented in this section is based on the traffic <br /> study included in Appendix F. To assess traffic impacts,the traffic study <br /> included an appraisal of 2007 baseline traffic conditions, described above,and <br /> added the traffic that would be generated by the proposed project. This analysis <br /> was based on the information provided by the Applicant,who in conjunction <br /> with Granite Construction,West Coast Aggregates,DSS,RMC Lonestar and <br /> Teichert Aggregates has formed the Vernalis Aggregate Producers group for the <br /> purpose of funding the SR 132/Bird Road interchange project studies by <br /> contributing their share to the improvements. During preparation of the <br /> interchange project studies,the Applicant provided a yearly aggregate production <br /> r estimate at start-up(2007)of 500,000 tons per year.
