San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Transportation and Traffic
include analysis of the reduced traffic that would occur as facilities are
constructed and initial excavations occur. By 2027,yearly aggregate production
was estimated to increase to 800,000 tons per year. These estimates do not _
include the 100,000 tons per year of inbound material to be recycled;however,
the increase in traffic volumes, approximately two to three additional inbound
and two to three additional outbound trips for 2027 AM peak hour and about one
additional inbound and one additional outbound trip for 2027 PM peak hour, or —
changes in operations due to recycling at the project site were not significant
enough to change the results of the traffic analysis(Joe Weiland pers. comm.)
2007 Estimated Project Truck Trip Generation Rates and
Volumes
Estimated Truck Trips
As shown below, the proposed Project will generate an average of 160 truck trips
per day in 2007 based on the average 2007 production rate of 500,000 tons per
year.
Table 3.L-26. DeSilva Gates Quarry Year 2007 Average Daily Truck Trip
Generation
Average Average Average Average
Yearly Daily Daily Truck Daily Two-
Average Yearly Production Production Production Loads(25 Way Truck
(tons) Days (tons) tons/truck) Trips —'
Baseline:
5,600,000 250 22,400 896 1,792
Proposed Project:
500,000 250 2,000 80 160
Baseline plus Project:
6,100,000 250 24,400 976 1,952
Source: Omni-Means 2005.
As described above, on a yearly basis, there are generally one or more peak
production months in which more aggregate is produced then would be the
monthly average. To account for the estimated peak production, the average _
daily truck loads shown in Table 3.L-26 (above)were adjusted up by a factor of
1.4. The resulting estimated peak daily truck generation from the proposed
DeSilva Gates quarry in 2007 is shown in Table 3.L-27. On a peak production
day, Table 31-16 shows that the proposed Project will generate 224 truck trips
per day in 2007.
DeSilva Gates Quarry Project
Draft Environmental Impact Report 31-24
AS 05105.05
