San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Transportation and Traffic
Figure 3.L-4 shows the projected year 2007 plus project AM and PM peak hour
traffic volumes while Figure 3.L-5 shows the projected year 2007 plus project
daily traffic volumes. As shown on Figure 3.L4,peak hour traffic volumes
increases include turns to/from Blewett Road at Koster Road, turns to/from Bird
Road at Blewett Road, turns to/from Bird Road, and turns to/from SR 132 at Bird
Road.
As previously noted, the SR 132/Bird Road Interchange Project Report has
identified and evaluated three interchange design alternatives(Alternative 1
through Alternative 3). The year 2007 plus project AM and PM peak hour traffic
volumes for each interchange alternative are shown on Figure 3.L-6.
2007 Conditions With Project
Project conditions for 2007 represent the baseline conditions, including SR
132/Bird Road interchange and roadway improvements, plus the transportation
system changes and traffic volume increases from the proposed Project.
Year 2007 Plus Project Traffic Operations
Intersections. Table 3.L-31 compares the projected year 2007 baseline and the
r projected year 2007 baseline plus project intersection operations for the worst-
case SR 132/Bird Road interchange design alternative. Forecasted intersection
operations shown in the table are based on stop sign control on the respective
... eastbound and westbound SR 132 off-rampoff-ramp approaches to Bird Road
(Omni-Means 2005). As shown in the table, the SR 132 ramp intersections with
Bird Road are projected to operate at LOS"B"or better during both the AM and
PM peak hours. As also shown, the Blewett Road intersections with Bird Road
` and Koster Road are projected to operate at LOS "AB"for both peak hour
periods. Finally, the project access driveway would operate at LOS "A" for both
peak hour periods. The project access driveway intersection with Koster Road
was analyzed as single lane approaches with stop sign control provided on the
access approach to the intersection.
DeSilva Gates Quarry Project
Draft Environmental Impact Report 31-27
AS05105M
r
