San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Transportation and Traffic <br /> Mitigation Measure TR-4: Reconstruct Segments of Koster <br /> Road and Blewett Road <br /> The improvements below are those needed not only to mitigate the _ <br /> Project's impacts but also to correct existing and year 2007 baseline <br /> roadway deficiencies. The project proponent will be required to <br /> contribute a fair share towards the implementation of the following <br /> improvements prior to operation of the proposed Project. According to <br /> the County of San Joaquin Department of Public Works Improvement <br /> Standards,a roadway's structural pavement design is calculated based on <br /> the TI value and the resistance value of basement soil(R-Value). <br /> Drawing No. R-27 in the Improvement Standards provides a formula for <br /> calculating the total Gravel Equivalent(GE),which forms the basis for <br /> developing the required roadway structural section,based on the TI and — <br /> R-Value. The roadway improvement drawings prepared for the previous <br /> Bird Road improvements showed an R-Value of 26,which is also used in <br /> calculating the GE for this and other impacts. _ <br /> ■ Reconstruct Koster Road from the Project's entrance south to <br /> Blewett Road to provide a 32-foot paved roadway surface with 50 _ <br /> feet of right of way according to the County's typical rural road <br /> sections. The County's"Road Inventory"indicates that Koster Road <br /> is built on six-inches of base material that has been sealed over the _ <br /> years. Though the actual structural section is unknown at this time <br /> the existing structural section should be based,as a minimum, on a <br /> TI value of 9.0. TI values of 9.0 were also calculated for year 2007 <br /> base conditions and year 2007 plus project conditions. — <br /> Following are the calculated total GE's on Koster Road for existing <br /> conditions,year 2007 baseline conditions,and year 2007 plus project <br /> conditions. <br /> Existing Conditions(TI=9.0,R=26): GE=2.13 <br /> Year 2007 baseline conditions(TI=9.0,R=26): GE=2.13 <br /> Year 2007 plus project conditions (TI=9.0,R=26): GE=2.13 _ <br /> ■ Reconstruct Blewett Road segments that are less than the County's <br /> rural road standard between Koster Road and Bird Road to provide a — <br /> 32-foot paved roadway surface with 50 feet of right of way <br /> according to the County's typical rural road sections. The County's <br /> "Road Inventory"indicates that Blewett Road is built on six-inches <br /> of base material that has been sealed over the years. Though the <br /> actual structural section is unknown at this time the existing <br /> structural section should be based, as a minimum,on a TI value of <br /> 9.0.
