San Joaquin County Community Environmental Setting, Impacts, and Mitigation Measures
Development Department Transportation and Traffic
Impacts and Mitigation Measures
Impact TR-1: Cause Disruptions to Pedestrian and
Bicycle Traffic or Public Transportation Systems (No
Impact)
Because of the lack of bus service in the project area, the lack of designated
bicycle routes, pedestrian access, and the small number of employees anticipated,
the proposed Project would not cause disruptions to pedestrian and bicycle traffic
or public transportation systems. There would be no impact. No mitigation is
required.
Impact TR-2: Increase in Peak Hour Traffic Volumes on
SR 132 East of 1-5 (Less than Significant)
The existing two-lane segment of SR 132 to the east of I-5 currently experiences
LOS "T" during the AM and PM peak hours and is projected to continue at this
level through the year 2007 (baseline conditions). In 2007,the Project is
anticipated to contribute four(4) additional vehicle trips to this segment of SR
132 during the AM peak hour and zero (0) vehicle trips during the PM peak hour.
As such, the project would not be expected to exacerbate peak hour
conditions on SR 132 and the project's impacts would be less than
significant. No mitigation is required.
Impact TR-3: Structural Damage to Bird Road (Less than
Significant)
All project truck traffic would use Koster Road between the project's quarry
entrance south to Blewett Road, Blewett Road between Koster Road and Bird
Road, and Bird Road between Blewett Road and SR 132. Based on the existing
_ condition of Bird Road from south of Blewett Road north to SR 132 and the
calculated year 2007 base condition TI values, the Project would result in less-
than-significant structural impacts on Bird Road. No mitigation is required.
Impact TR-4: Structural Damage to Koster Road and
Blewett Road (Less than Significant with Mitigation
Incorporated)
_ Based on the existing condition of Koster Road from the Project's entrance south
to Blewett Road and on segments of Blcwett Road between Koster Road and
Bird Road, and based on the calculated year 2007 base condition TI values, the
Project would result in significant structural impacts on Koster Road and Blewett
Road. Implementation of Mitigation Measure TR-4 would reduce these
impacts to a less-than-significant level.
DeSilva Gates Quarry Project
Draft Environmental Impact Report 31-39
As 05105.05
