Chapter 4 <br /> Alternatives Analysis <br /> CEQA Requirements <br /> Section 15126.6 of the State CEQA Guidelines requires a draft EIR to describe a <br /> reasonable range of feasible alternatives to the proposed Project or to its location <br /> that could attain the Project's basic objectives while reducing or eliminating one <br /> or more of the significant adverse impacts of the proposed Project. The range of <br /> alternatives that must be presented is governed by a"rule of reason"that requires <br /> the EIR to set forth only those alternatives necessary to permit a reasoned choice. <br /> Among the factors that may be taken into account when addressing the feasibility <br /> of alternatives are site suitability, economic viability,availability of <br /> infrastructure,general plan consistency, other plans or regulatory limitations, <br /> jurisdictional boundaries, and whether the project Applicant can reasonably <br /> acquire,control, or otherwise have access to the alternative site. <br /> This chapter describes the alternatives to the proposed Project and compares the <br /> r. anticipated environmental impacts of the alternatives to those of the proposed <br /> Project, analyzed in Chapter 3. <br /> As described in Chapter 2,the Applicant's goal is to develop the maximum <br /> known aggregate reserves that can feasibly be mined within the current design <br /> plan area. The Applicant has identified the following specific objectives to meet <br /> this goal(the County has not identified any separate or additional goals for the <br /> Project): <br /> ■ Location: Secure approvals to mine the reserves on site,which are located <br /> in the southwestern portion of San Joaquin County,thus providing a reliable <br /> and economic source to meet current and projected demand in the region. <br /> ■ Profit: Responsibly operate a profitable aggregate mine and processing <br /> ` facility. <br /> ■ Period: Provide for approximately 40 years of approved aggregate <br /> — extraction, in accordance with availability of known resource reserves, <br /> mining and reclamation plans, and foreseeable market demands. <br /> Implementation and monitoring final reclamation activities would be <br /> completed within 6-12 months of exhaustion of reserves or expiration of the <br /> ` permit. <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 4_1 <br /> AS 05105.05 <br />
