San Joaquin County Community Alternatives Analysis
Development Department
■ Production: Provide for a total permitted production level of up to 20
million cubic yards(30 million tons)with sequencing broken into different
mining stages depending on geology, terrain, current technological _
capabilities, and the intent to incorporate the visual screening provided by the
existing terrain.
■ Employment: Provide on-site staffing of between 5 and 10 employees —
through the production life of the mine. Two shifts could be employed when
special night operations are needed, and three to five workers would be
added to the labor force.
■ Site conservation: Avoid sensitive natural resources; minimize aesthetic
impacts through site design, staging, and concurrent reclamation; and
implement reclamation concurrently with mining operations throughout the —
life of the mine to return the site to a productive postmining agricultural land
use.
Alternatives Development
Overview of Development Process
The County's process for developing the range of alternatives considered in this
EIR involved identifying alternatives that would meet the Project objectives but
reduce or eliminate significant impacts caused by the proposed Project. The —
proposed Project would have the following significant and unavoidable impact
(see Chapter 3):
■ Impact AIR-4: Generation of ROG and NOx Emissions in Excess of the
SJVAPCD Thresholds
In addition, the proposed Project would have the following significant
cumulative impacts (see Chapter 5):
■ Impact CE-2: Cumulative Displacement of Existing or Proposed Land Uses —
■ Impact CE-4: Generation of Cumulatively Significant Levels of Pollutant
Emissions _
■ Impact CE-5: Cumulative Loss of San Joaquin Kit Fox and Their Habitat
■ Impact CE-7: Exposure of Noise-Sensitive Land Use to Cumulative Noise
Levels in Excess of County Standards
■ Impact CE-8: Cumulative Change in Level of Service on SR 132 between
the I-580 and I-5 Interchanges _
■ Impact CE-9: Cumulative Change in Level of Service on SR 132 East of the
1-5 Interchange
DeSilva Gates Quarry Project —
Draft Environmental Impact Report 4-2
J&S 05105.05
