San Joaquin County Community Alternatives Analysis <br /> Development Department <br /> No-Project Alternative <br /> The State CEQA Guidelines(Section 15126[e])require consideration of a No- <br /> Project Alternative that represents the existing conditions, as well as what would <br /> reasonably be expected to occur in the foreseeable future if the Project were not <br /> approved. For purposes of this analysis, it is assumed that,under the No-Project <br /> Alternative,the project area would remain in agricultural production and no <br /> mining would occur on the project site. <br /> Off-Site Processing of Materials Alternative <br /> Under this alternative,processing facilities consisting of an aggregate processing <br /> plant,asphalt concrete plant,portland cement concrete plant,and recycling plant, <br /> which encompass approximately 10 acres,would be located off site at an existing <br /> facility. Gnly excavation of the quarry would occur at the project site. The <br /> project site would be mined, and marketable sand and gravel would be loaded <br /> and hauled off site to an existing processing plant. Mobile diesel trucks would be <br /> used to transfer materials from active pits to the plants. The number of truck <br /> trips would be the same as for the proposed Project but would require additional <br /> miles of travel that would depend on the location of the selected existing <br /> processing plant. <br /> Mitigated Design Alternative <br /> Under this alternative, the temporary and permanent plant site would be sited at <br /> the southern limits of the property(Figure 4-1). This alternative was designed by <br /> the applicant to mitigate the diesel emissions previously predicted to affect the <br /> easterly residence due to the access road proximity. The access road in the <br /> mitigated design alternative has been moved approximately 2,000 feet to the <br /> south. <br /> The temporary plant would be used while initial mining is completed in the <br /> South Pit,then the permanent plant would be constructed on backfilled area <br /> within the pit,probably below grade. The asphalt and concrete plants would not <br /> be installed at the temporary plant. Similarly, construction of the mine <br /> shop/fueling area would await the permanent plant site development. <br /> Impacts of Proposed Alternatives <br /> No-Project Alternative <br /> �.
