Implementation of Mitigation Measure AIR-4a: Restrict Idling of <br /> On-Road Diesel Trucks and Mitigation Measure AIR41b: Implement Emissions <br /> Control Technology would reduce this impact. However,total emissions of <br /> ROG and NOx associated with excavation of the quarry and hauling of materials <br /> would still be in excess of SJVAPCD thresholds. This impact on air quality <br /> would remain significant and unavoidable. <br /> Diesel exposure from vehicles accessing the facility and operation of on-site <br /> ` diesel equipment can create an elevated cancer risk. However, assuming the <br /> closest sensitive receptor would be located more than 300 feet from the access <br /> points and operation areas for such vehicles under this alternative,the cancer risk <br /> �- would be below threshold levels and this impact on air quality could be <br /> mitigated to a less-than-significant level. <br /> Transportation and Traffic <br /> The number of truck trips from the project site would remain the same as the <br /> proposed Project as trucks would be used to haul unprocessed excavated material <br /> off site to the processing plant. Recyclable material would be brought directly to <br /> i the existing off-site plant,reducing inbound truck trips at the project site,but <br /> increasing truck trips to the off-site facility. <br /> This alternative would require additional miles of truck travel to deliver <br /> unprocessed material to the off-site processing plant and then deliver processed <br /> material to the final user. This has the potential to cause significant impacts <br /> attributable to changes in LOS and increased structural roadway damage on <br /> routes required to access the off-site facility. In addition,the changes in LOS on <br /> segments of SR 132 and structural damage that potentially would occur under the <br /> proposed action also would occur under this alternative. Mitigation to reduce the <br /> ` structural roadway damage to less-than-significant levels would be similar to <br /> mitigation proposed for the proposed Project. However,as described in section <br /> 3.L, "Transportation and Traffic,"no mitigation is available to reduce impacts of <br /> changes in LOS on SR 132.
