Chapter 5 Other CEQA Considerations Introduction This chapter discusses two related categories of indirect environmental impacts: cumulative impacts and growth-inducing impacts. Information used to support conclusions in this analysis was derived from the analyses in the previous chapters of this EIR,adopted County planning documents (General Plan),and supplemental information provided by County staff. Cumulative Impacts Requirements for Cumulative Impact Analysis The State CEQA Guidelines (Section 15130) require a reasonable analysis of the significant cumulative impacts of a proposed project. According to Section 15355 of the guidelines, [c]umulative impacts refers to two or more individual effects,which,when considered together,are considerable or which compound or increase other environmental impacts. The cumulative impact from several projects is the change in the environment which results from the incremental impact of the project when added to other closely related past,present,and reasonably foreseeable probable future projects. Cumulative impacts can result from individually minor but collectively significant projects taking place over a r period of time. A project's contribution to a cumulative impact may be considered less than significant if it is implementing a plan or program designed to avoid the cumulative impact(CEQA Guidelines Section 15064[h])or if it will implement or fund its fair share of a mitigation measure designed to alleviate the cumulative impact(CEQA Guidelines Section 15130[a]). The cumulative impact analysis may be less detailed than the analysis of the project's individual effects.
