San Joaquin County Community Other CEQA Considerations <br /> Development Department — <br /> the related projects,and contain a reasonable analysis of cumulative impacts and <br /> mitigation measures(State CEQA Guidelines Section 15130[b]). <br /> Approach to Cumulative Impact Analysis <br /> This cumulative impact analysis is based on a list of closely related past,existing, <br /> and reasonably foreseeable future projects that could contribute to significant <br /> impacts. The analysis is largely based on information provided by the County — <br /> regarding other projects for which applications have been filed,or which have <br /> recently been approved but not yet constructed. Because of the long lifespan of <br /> the Project(up to 40 years)and the inability to predict conditions 40 years in the — <br /> future with any reasonable certainty,the cumulative analysis was based largely <br /> on conditions forecasted up to 2027, the year for which the traffic study future <br /> conditions was prepared(Omni Means 2005). The traffic study assumed an <br /> average 2027 mine production rate of 800,000 tons per year and a peak <br /> adjustment factor of 1.4(40%increase)to reflect the one or more peak <br /> production months that occurs on a yearly basis. <br /> Past, Existing, and Proposed Projects _ <br /> The project area is in an unincorporated portion of the County;however, the <br /> region of influence examined in the analysis of cumulative impacts varies _ <br /> depending on the specific resource or topic. For example, cumulative noise <br /> impacts may be associated only with projects that are geographically close,and <br /> may affect only a small area close to the noise-generating source. In contrast, <br /> cumulative air quality impacts are determined on a regional basis. The existing _ <br /> and proposed projects listed below have been included in this analysis because <br /> they either are close to the project area or could affect regional resources. This <br /> information was assembled by County staff and represents the most up-to-date — <br /> information available as of the circulation date of this document. <br /> Mining Projects <br /> Below is a list of mining projects that are currently in operation or that are — <br /> anticipated to be in operation in the vicinity of the project area. <br /> ■ Teichert Aggregates' Vernalis quarry(County quarry permit#QX-91-5), — <br /> located on the north and south sides of Blewett Road between Bird Road and <br /> the California Aqueduct,and on the southeast comer of Blewett Road and <br /> I-5. <br /> ■ DSS' Trains quarry (County quarry permit#QX-96-1), located on the west <br /> side of Koster Road,0.5 mile south of Blewett Road. <br /> ■ Granite Construction's Vernalis quarry (County quarry permit#QX-94-1), <br /> located on the east side of Bird Road between I-580 and I-5. <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 5-2 <br /> AS 05105.x5 <br />
