This impact is cumulatively considerable. <br /> Impact CE-3: Cumulative Conversion of Prime <br /> Agricultural Lands (Less than Cumulatively Considerable) <br /> Implementation of the Project would result in the temporary conversion of Prime <br /> Farmland to mining uses but all usable land would be reclaimed to agricultural <br /> uses. <br /> Since the project would not result in the permanent conversion of prime <br /> farmland to non-agricultural uses,the project would not contribute to a <br /> cumulative impact. No mitigation is required. <br /> Air Quality <br /> Impact CE-4: Generation of Cumulatively Significant <br /> Levels of Pollutant Emissions (Cumulatively <br /> Considerable) <br /> Table 3.0-5 in section 3.0 (Air Quality) indicates the proposed Project would <br /> generate emissions of ozone precursors in excess of the SJVAPCD threshold <br /> levels. The SJVAB is classified as an extreme nonattainment area for the federal <br /> 1-hour ozone standard,a serious nonattainment area for the federal 8-hour ozone <br /> ` standard,and a severe nonattainment area for the state ozone standard(shown in <br /> Table 3.0-3). In addition,the region is classified as a state and federal <br /> nonattainment area for particulate matter. Because of the region's attainment <br /> status with respect to these pollutants and the anticipated contribution of <br /> emissions from the proposed Project,emissions associated with the proposed <br /> Project are considered cumulatively considerable. Implementation of Mitigation <br /> Measures AIR-1, AIR4a, and AIR4b in Section 3.0 would help to reduce <br /> emissions,but not to a less-than-cumulatively considerable level. The proposed <br /> Project is therefore considered to contribute to a cumulatively considerable <br /> air quality impact. <br /> Biological Resources <br /> Impact CE-5: Cumulative Loss of San Joaquin Kit Fox <br /> and Their Habitat (Cumulatively Considerable) <br /> As described in section 3D, "Biological Resources," implementation of the <br /> proposed Project would permanently remove up to 213 acres of potential San <br /> Joaquin kit fox foraging and denning habitat.
