San Joaquin County Community Other CEQA Considerations <br /> Development Department <br /> Implementation of Mitigation Measure CE-9 would reduce this impact to a <br /> less-than-cumulatively considerable level. <br /> Mitigation Measure CE-10: Install Traffic Signal at Bird <br /> Road/SR 132 Eastbound Ramps <br /> The installation of a traffic signal at the Bird Road/SR 132 eastbound <br /> ramps intersection is not warranted when the interchange is first <br /> constructed and open for use, and is not projected to be warranted for at <br /> least 15-20 years. As such,the traffic signal will not be installed with <br /> construction of the SR 132/Bird Road interchange. <br /> The signal warrants analysis prepared for the SR 132/Bird Road <br /> interchange project estimated that the traffic signal would be warranted <br /> when production levels within the study area reach approximately 13 <br /> million tons per year of exported material. A traffic signal warrants <br /> analysis should be prepared when area production reaches this level to — <br /> determine whether the traffic signal is warranted. If not warranted,the <br /> intersection should be periodically monitored as production levels <br /> continue to increase and new traffic signal warrants analysis prepared. A — <br /> traffic signal warrants analysis should also be prepared irregardless of the <br /> area's production level if wan-anted to ensure traffic safety and adequate <br /> intersection operations. <br /> The project proponent will contribute their fair share to the warrant <br /> analysis and signal installation. The County will be responsible to ensure <br /> that the traffic signal is installed when warranted. <br /> Impact CE-11 : Cumulative Structural Damage to Existing <br /> County Roadways (Less than Cumulatively Considerable <br /> with Mitigation Incorporated) <br /> Cumulative traffic levels forecasted for the year 2027 would increase the <br /> estimated structural section TI over the estimated year 2027 base conditions <br /> structural section TI on both Koster Road from the Project's entrance south to — <br /> Blewett Road and on Bird Road north of Blewett Road by 0.5 respectively. This <br /> would result in significant structural impacts on these roadways. The proposed <br /> project would contribute to the cumulative structural degradation of these — <br /> roadways. Implementation of Mitigation Measure CE-10 would reduce this <br /> impact to a less-than-cumulatively considerable level. <br /> Mitigation Measure CE-11: Add Asphalt Concrete Lift to — <br /> Koster Road and Bird Road <br /> The project proponent will contribute their fair share to add an asphalt — <br /> concrete lift on Koster Road from the proposed project's entrance south <br /> to Blewett Road and an asphalt concrete lift on Bird Road north of <br /> Blewett Road.
