The roadway <br /> improvement drawings prepared for the previous Bird Road <br /> improvements showed an R-Value of 26,which is also used in <br /> calculating the GE for this and other impacts(Appendix F). <br /> Following are the calculated GE's on Koster Road for year 2007 baseline <br /> conditions,year 2027 baseline conditions,and year 2027 plus project <br /> conditions. <br /> ■ Year 2007 Baseline Conditions(TI=9.0,R=26): GE=2.13 <br /> ■ Year 2027 Baseline Conditions(TI=9.5,R=26): GE=2.25 <br /> ►� ■ Year 2027 plus Project Conditions(TI= 10.0,R=26): GE=2.37 <br /> Following are the calculated GE's on Bird Road for year 2007 baseline <br /> r. conditions,year 2027 baseline conditions, and year 2027 plus project <br /> conditions. <br /> ■ Year 2007 Baseline Conditions(TI= 10.5,R=26): GE=2.49 <br /> ■ Year 2027 Baseline Conditions(TI= 12.5,R=26): GE=2.96 <br /> ■ Year 2027 plus Project Conditions(TI= 13.0,R=26): GE=3.08 <br /> The project proponent will pay their share of these improvements prior to <br /> project implementation,based on the project's contribution to the change <br /> in TI values and results of GE calculations. <br /> Growth-Inducing Impacts <br /> Requirements for Analysis of Growth-Inducing <br /> Impacts <br /> The State CEQA Guidelines require an EIR to discuss the ways in which a <br /> proposed project could foster economic or population growth or the construction <br /> of additional housing,either directly or indirectly, in the surrounding <br /> environment. Growth impacts include removal of obstacles to population growth <br /> or triggering of demand for new community service facilities that could <br /> themselves cause significant effects(State CEQA Guidelines, Section 15126.2). <br /> Pursuant to Section 15126.2(d)of the State CEQA Guidelines,an EIR must <br /> address the growth-inducing effects of a project. A project is considered growth <br /> inducing if it has the potential to directly or indirectly foster economic or <br /> population growth or the construction of new housing.
