San Joaquin County Community Other CEQA Considerations <br /> Development Department <br /> [An EIR shall] ...discuss the ways in which the proposed project could foster <br /> economic or population growth,or the construction of additional housing,either <br /> directly or indirectly,in the surrounding environment. Included in this are <br /> projects that would remove obstacles to population growth(a major expansion <br /> of wastewater treatment plant,might,for example allow for more construction <br /> in service areas). Increases in the population may further tax existing <br /> community service facilities requiring construction of new facilities that could _ <br /> cause significant environmental effects. Also discuss the characteristic of some <br /> projects which may encourage or facilitate other activities that could <br /> significantly affect the environment,either individually or cumulatively. It must <br /> not be assumed that growth in any area is necessarily beneficial,detrimental,or — <br /> of little significance to the environment. <br /> Pursuant to the State CEQA Guidelines,this analysis evaluates the following: — <br /> ■ whether the proposed project would foster economic,population, or housing <br /> growth in the surrounding environment; _ <br /> ■ whether the project would indirectly induce such growth in the surrounding <br /> environment; and <br /> ■ whether the project would remove obstacles to growth or taxes community <br /> services or facilities to such an extent that new services or facilities would be <br /> necessary. <br /> Assessment of Growth-Inducing Impacts _ <br /> As described below,the proposed Project would not have any direct or indirect <br /> growth-inducing impacts or growth-facilitating impacts. The influence of the <br /> Project on aggregate price increases is an economic impact. Based on the <br /> County's experience with facility and infrastructure decisions,this economic <br /> impact would not cause any significant physical changes in the environment. _ <br /> This economic impact,to the extent it occurs,is not a significant <br /> environmental impact and does not require mitigation. The likely impact of <br /> additional aggregate supply would be to maintain current aggregate prices, <br /> despite the pressures caused by lack of local supply. Given this relationship to <br /> current prices, any impact of the Project on prices would not constitute a <br /> change in the physical environment and would not require mitigation. <br /> Aggregate cost is one component in the cost of new development. Linking <br /> moderate aggregate costs to the extent of growth is not reasonably possible due <br /> to the numerous other variables that interact to enable growth to occur. — <br /> Impact GI-1 : Foster Economic, Population, or Housing _ <br /> Growth (Less than Significant) <br /> The Project would generate employment for up to 10 skilled workers and could <br /> therefore create a demand for additional housing in the area.
