San Joaquin County Community Other CEQA Considerations <br /> Development Department <br /> aggregates is one variable that helps determine the cost of constructing new <br /> infrastructure, such as sewer and water lines and roads. <br /> The Project's effect on the cost of aggregate is an economic impact, and this type — <br /> of economic impact may influence decisions about where growth occurs; for <br /> example,a business may decide to pursue activities in one area but not in others <br /> because of various cost considerations,including the availability of construction <br /> materials,as well as other economic, social, or political considerations. <br /> However,the available supply of aggregate and aggregate prices represent only <br /> one factor in such considerations. The proximity,and thus the cost, of aggregates <br /> can affect the cost of constructing new facilities or businesses, but have not yet <br /> been a significant component of decisions to proceed with (or seek state funding <br /> for)such facilities. This impact is considered less than significant. No — <br /> mitigation is required. <br /> Impact GI-3: Taxation of Community Services or Facilities <br /> to Such an Extent that New Services or Facilities Would <br /> Be Necessary (Less than Significant) — <br /> The proposed Project would not require, and does not propose, the extension of <br /> community services or facilities to serve the project site. Therefore,the Project <br /> would not tax community services or facilities such that new services or facilities <br /> would be necessary to serve the Project. Therefore, this impact is considered <br /> less than significant. No mitigation is required. — <br /> Significant and Irreversible Environmental Changes <br /> State CEQA Guidelines Section 15126.2(c)provides the following direction for <br /> the discussion of irreversible changes: — <br /> Uses of nonrenewable resources during the initial and continued stages of the <br /> Project may be irreversible since a large commitment of such resources makes _ <br /> removal or nonuse thereafter unlikely. Primary impacts and,particularly, <br /> secondary impacts(such as highway improvement which provides access to a <br /> previously inaccessible area)generally commit future generations to similar <br /> uses. Also irreversible damage can result from environmental accidents — <br /> associated with the Project. Irretrievable commitments of resources should be <br /> evaluated to assure that such current consumption is justified. <br /> The proposed Project would result in an irreversible commitment of energy — <br /> resources,primarily fossil fuels for heavy equipment and materials processing <br /> (e.g.,fuel,oil,natural gas, and gasoline), and the consumption or destruction of — <br /> other nonrenewable or slowly renewable resources (e.g.,gravel,metals,and <br /> water). The proposed Project would result in conversion of agricultural lands to <br /> a non-agricultural land use during active mining operations.
