The <br /> A R N O E D Division monitors farmland conversion on a statewide basis and administers <br /> S C H W A R Z E N E G G E R the California Land Conservation (Williamson)Act and other agricultural land <br /> GOVERNOR conservation programs. We offer the following comments and <br /> recommendations with respect to the project's impacts on agricultural land <br /> and resources. <br /> Project Description <br /> The project is a quarry excavation of aggregate totaling twenty million tons <br /> over a 40-year period. The proposal is to mine 155 acres and construct a <br /> processing plant on 10 acres of a 217.5-acre project site. The site will be <br /> excavated and reclaimed in four phases using two pits - a South Pit of 40 <br /> acres and a North Pit of 115 acres. Disturbed land will be reclaimed to <br /> agriculture in the form of pits 80-90 feet deep with a slope ratio of 1.5:1. <br /> The North Pit is proposed as a water storage pond for agriculture. The <br /> project site is not under Williamson Act contract but is Prime Farmland. <br /> The storage pond is considered a significant cumulative impact to <br /> agriculture and would be mitigated by participation in the San Joaquin <br /> Multi-Species Habitat Conservation Plan (SJMSHCP) via a mitigation fee <br /> of $862.00 per acre or mitigation equal in kind. The project is located in <br /> southwestern San Joaquin County, south of the town of Tracy and <br /> northeast of the intersection of Interstates 5 and 580. Koster Road is to <br /> the east of the property and Blewett Road parallels the property to the <br /> north. Two water projects, the Delta Mendota Canal along the western <br />
