This mitigation is similar to that utilized in the <br /> SJMSHCP. However, it is the Department's understanding that mitigation lands or fees <br /> under the SJMSHCP may allow for open space use to the exclusion of agricultural use. <br /> If mitigation through the SJMSHCP is utilized for this project, we recommend that it be <br /> directed to land that is dedicated to agricultural use or uses that include agriculture on <br /> land of equal quality and size as that converted by the project. <br /> Thank you for the opportunity to comment on this NOP.
