of SR-132 is a four-lane freeway that extends from the Chrisman Road interchange east to the beginning <br /> of the transition from a four-lane freeway to the two-lane highway just east of the Chrisman Road <br /> interchange. Of the 16 reported accidents, eight(8)were listed as"hit object"accidents, four(4)as "rear <br /> end" accidents, two (2) as "sideswipe" accidents, and one (1) each as "overturn" and "broadside" <br /> accidents respectively. There was one(1) fatality accident reported which involved an overturn accident. <br /> The vehicle was traveling westbound and exited the freeway on the drivers left. The primary collision <br /> factor was noted as "influence of alcohol'. The accident occurred in mid-aftemoon on a clear day, during <br /> daylight hours and with dry pavement conditions. There were no unusual conditions noted. <br /> The actual accident rate for total accidents on SR-132 between PM 2.680 and PM 3.239 is higher than the <br /> ` corresponding average rate. This segment of SR-132 is a four-lane freeway that extends from east of Bird <br /> Road to the center of Interstate 5. Of the six (6) reported accidents, four (4) were listed as "rear end" <br /> accidents and two (2) as "sideswipe" accidents. All six (6) accidents were reported on westbound SR- <br /> 132. Five (5) of the accidents occurred between 5:45 a.m. and 6:50 a.m. with the first associate factor for <br /> all five (5) listed as "stop and go traffic" that indicates congested traffic conditions. SR-132 experiences <br /> significant traffic volumes in the westbound direction during the AM peak hour as commuter traffic <br /> passes through on their way to the Bay Area. The SR-132/Bird Road Interchange Project proposes to <br /> L construct both a new interchange on SR-132 at Bird Road (this will allow the existing at-grade <br /> intersection to be closed) as well as eastbound and westbound SR-132 auxiliary lanes between Bird Road <br /> and Interstate 5. Both of these improvements have the potential to reduce congested traffic conditions <br /> during the AM peak hour. <br /> The actual accident rate for fatal, fatal plus injury (F+I) and for total accidents on SR-132 between PM <br /> s 3.240 and PM 3.809 are higher than the corresponding average rates. This segment of SR-132 is a four- <br /> lane freeway that extends from the center of Interstate 5 east to the beginning of the transition back to a <br /> two-lane highway. Of the four (4) reported accidents, two (2) were listed as "overtum" accidents, and <br /> r one (1) each as "rear end" and "broadside" accidents respectively. There was one (1) fatality accident <br /> reported which involved a broadside accident. The vehicle involving the fatality was traveling eastbound, <br /> left the highway on the left side,crossed the median and was struck by a westbound vehicle. The primary <br /> collision factor was noted as "other violations". The accident occurred in mid-aftemoon on a clear day, <br /> .. during daylight hours and with dry pavement conditions. There were no unusual conditions noted. <br /> The proposed SR-132/Bird Road interchange is located at PM 2.24 and within the SR-132 segment <br /> ` between PM 1.160 and PM 2.679. As shown in the preceding table the actual accident rates within this <br /> segment are all lower than the corresponding average accident rates. Though the actual rates are lower <br /> than the average rates, the 3-year accident data was reviewed at and adjacent to the SR-132/Bird Road <br /> intersection. Between PM 2.230 and PM 2.260, seven(7) accidents were reported over the 3-year period. <br /> Three (3) were identified as "rear end" accidents, two (2) as "broadside" accidents, one (1) each as <br /> "sideswipe" and "hit object' accidents respectively. The two (2) broadside accidents and the one (1) <br /> i sideswipe accident involved collisions between vehicles proceeding straight on eastbound SR-132 and <br /> vehicles turning left into or out of Bird Road south of the highway. Of the three (3) rear end collisions, <br /> two occurred on eastbound and one on westbound SR-132 at the intersection. The westbound collision <br /> ` occurred at 6:10 a.m. with the first associate factor listed as "stop and go traffic'. The proposed <br /> interchange project proposes to construct a new interchange on SR-132 at Bird Road which will allow the <br /> existing at-grade intersection to be closed and all left tum movements eliminated from/to SR-132. <br /> ` TASAS Table B accident rates and Table B Accident Records information was also reviewed for the three <br /> year period from January 1, 2001 through December 31, 2003 for all eight ramps at the Interstate 5/State <br /> Route 132 cloverleaf interchange.
