Though the actual rates are higher than the average rates, the statistic is <br /> based on only one(1)accident reported at each ramp during the three-year period. <br /> PROPOSED PROJECT <br /> The project includes the proposal to mine sand and gravel (aggregate) from a 217.5-acre site located in <br /> southwestem San Joaquin County as shown on Figure 2. The project would include operation of a rock <br /> plant, asphalt and concrete batch plants, and a recycling plant. The total production of mined aggregate <br /> and overburden over the 40-year life of the project is estimated by the applicant to be 30 million tons. All - <br /> overburden will be used for reclamation; therefore, an estimated 20 million tons of aggregate will be <br /> marketed. The average mine production of marketed material is estimated by the applicant to be 750,000 <br /> tons annually. <br /> The proposed recycling plant will be used to produce a recycled Class 2 base material and to take <br /> grindings and clean asphalt concrete (AC) to process through as recycled asphalt back into the asphalt <br /> plant. It is estimated that approximately 100,000 tons of material to be recycled will be inbound to the - <br /> plant on a yearly basis. <br /> Typical operating hours would be Monday through Friday from 6 a.m. to 8 p.m. (14 hours) for the quarry <br /> and aggregate plant, and 5 a.m. to 5 p.m. (12 hours) for the asphalt and Portland Cement concrete plants. <br /> If needed and as approved by the County,the project may operate up to 24 hours per day, 7 days per week <br /> for brief periods to supply materials for nighttime road improvement projects. The project will generate - <br /> employment for up to 10 skilled workers, including heavy equipment operators, plant operators, <br /> maintenance personnel, and support staff. Employees will generally already be on site during both the <br /> AM (6:00 a.m. to 7:00 a.m.) and PM(4:00 p.m. to 5:00 p.m.)peak study hours. _ <br /> The project applicant(DeSilva Gates) in conjunction with Granite Construction, West Coast Aggregates, <br /> DSS, RMC Lonestar and Teichert Aggregates have formed the Vernalis Aggregate Producers group for <br /> the purpose of funding the SR-132/Bird Road Interchange Project Report and Environmental Document. <br /> During preparation of the "Existing and Forecasted Study Area Traffic Volumes and Resulting Trak <br /> Operations" technical memorandum, the applicant provided a yearly aggregate production estimate at <br /> start-up of 500,000 tons per year. By the year 2027, yearly aggregate production is estimated to increase <br /> to 800,000 tons per year. The average daily truck generation at start-up and for year 2027 conditions is <br /> shown in Table 7.
