As previously noted, a lower TI value was <br /> y' previously used for southbound Bird Road because the majority of trucks are traveling empty in this <br /> direction and are significantly lighter than the loaded northbound Bird Road trucks. To develop an <br /> estimated TI value that would account for lighter empty trucks traveling in one direction of travel, a <br /> separate TI value was developed for each direction with empty trucks assumed to be represented by 4- <br /> axle vehicles for the purpose of calculating ESAL (all aggregate trucks whether empty or loaded were <br /> evaluated as 5-axle vehicles when calculating the TI values shown in Table 44).
