As previously noted, a lower TI value was y' previously used for southbound Bird Road because the majority of trucks are traveling empty in this direction and are significantly lighter than the loaded northbound Bird Road trucks. To develop an estimated TI value that would account for lighter empty trucks traveling in one direction of travel, a separate TI value was developed for each direction with empty trucks assumed to be represented by 4- axle vehicles for the purpose of calculating ESAL (all aggregate trucks whether empty or loaded were evaluated as 5-axle vehicles when calculating the TI values shown in Table 44).
