NOISE CONTROL PLAN <br /> Processing Area Noise Sources <br /> As indicated in Table 1, processing area equipment is predicted to satisfy the daytime noise level <br /> objectives at all residences in the immediate project vicinity,with the exception of receiver N5,even <br /> during combined operation of all processing area noise sources. However, combined processing <br /> area noise sources could exceed the nighttime objectives at several locations, and combined <br /> operations could exceed the daytime standard at N5. The following measures should therefore be <br /> implemented to processing area noise sources to ensure satisfaction with both the daytime and <br /> nighttime noise levels objectives at all of the nearby residences, and fully mitigate noise impacts <br /> at those locations: <br /> P-1 Main Processing Plant and Recycle Plant operations (not including load out), should not <br /> occur prior to 7 am or after 7 pm. <br /> P-2 When night paving projects will require early morning start-up of the asphalt or concrete <br /> plants, hoppers should be fully loaded the afternoon prior to minimize early morning noise <br /> generation. <br /> P-3 Mobile heavy equipment operating prior to 7 am should be fitted with radar or strobe based <br /> backup warning devices to be used in lieu of backup beepers. <br /> P-4 To the extent feasible, aggregate stockpiles should be located on the site to provide <br /> maximum screening of processing equipment noise in the directions of the nearest <br /> residences. <br /> P-5 Mobile equipment should be shut off when not in use to minimize idling noise. _ <br /> P-6 Localized noise curtains or acoustic panels shall be suspended between the asphalt burner <br /> and nearest receiver R-5. The material should be of sufficient size to block line of sight — <br /> between the main asphalt plant noise source (burner) and that residence. The material <br /> should be of sufficient mass to reduce asphalt burner noise by at least 5 dB at that <br /> residence. <br /> P-7 Because asphalt plant noise tends to be directional (i.e. louder in some directions than _ <br /> others even at the same distances), the asphalt plant shall be positioned so as to minimize <br /> noise exposure at receiver N5. <br /> P-8 Chutes and hoppers of the main processing plant should be lined with urethane sheets to <br /> reduce the impulsive sounds generated by rock falling on metal surfaces at those locations. <br /> Page -6- <br />
