P-9 Follow-up tests of asphalt plant and Portland cement concrete plants should be conducted <br /> to determine whether those sources, while operating independently or concurrently, would <br /> cause noise levels to exceed the project objectives during either daytime or nighttime hours. <br /> If it is determined from those test that the objectives would be exceeded, source specific <br /> noise control measures such as partial or complete enclosures, suspended curtains, lining <br /> of chutes and hoppers with sound damping materials, etc., should be specified to reduce <br /> the noise to acceptable levels. <br /> Mining Area Noise Sources <br /> As indicated in Table 2, mining area equipment is predicted to satisfy the daytime noise level <br /> objectives at all residences in the immediate project vicinity following construction of proposed <br /> berming, with the exception of receiver E1. However, mining noise could exceed the nighttime <br /> criteria if excavation occurs prior to 7 am. The following measures should therefore be <br /> .. implemented to mining area noise sources to ensure satisfaction with both the daytime and <br /> nighttime noise levels objectives at all of the nearby residences, and fully mitigate noise impacts <br /> at those locations: <br /> M-1 Excavation activities should be limited to the hours of 7 am to 7 pm. <br /> M-2 Mobile excavation equipment should be shut off when not in use to minimize idling noise. <br /> M-3 The proposed earthen berms should be constructed prior to commencement of mining <br /> activities within 1,000 feet of an existing residence. <br /> M-4 At receiver E-1, the Table 2 data indicate that the 50 dB Leq daytime standard could be <br /> exceeded even with construction of the proposed earthern berm at that location. As a <br /> _ result, excavation should not encroach within 500 feet of the project site boundary until <br /> noise testing can be conducted to verify that mining activity could occur closer to this <br /> residence without causing exceedance of the 50 dB Leq daytime standard. <br /> Page -7- <br />
