SUBJECT: DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) FOR RMC VERNALIS QUARRY <br /> MINING AND RECLAMATION PROJECT (QX-01-02/PA-0200065) <br /> Dear Mr. Martin: <br /> The San Joaquin County Department of Public Works has reviewed the above mentioned document and <br /> has the following comments: <br /> From Public Services: <br /> 1) 4.8.1 b: Who will monitor the reports for the groundwater vertical separation between the 1-1 <br /> groundwater and the excavation? <br /> 2) As the applicant is not proposing a separate stormwater retention pond for the site, it is the 1-2 <br /> applicant's responsibility to contain all surface drainage onsite. <br /> .. 3) Location of wheel washers will be such that any excess water will not impact Koster Road. I 1-3 <br /> 4) Applicant is proposing a 2:1 slope in lieu of 1.5:1 with no terracing. The depth of pits range <br /> from 80 to 120 feet. The applicant would need to demonstrate slope stability with the proposed 1-4 <br /> re-vegetation prior to approval. <br /> r <br /> From Traffic Engineering: <br /> 5) It should be noted that "traffic volumes" and "truckload" numbers are not synonymous for the 1-5 <br /> purpose of truck vehicle volumes; a peak hour of 153 "truckloads" means the roadway <br /> experiences 306-peak-hour truck trips coming and going. <br /> From Transportation Planning: <br /> 6) Page 2-7 states under Mitigation 4.4.1a for Impact 4.4.1, "that the intersection of Koster Road <br /> and Blewett Road will need to be widened for truck turning movements if access to the mining 1-6 <br /> r site is provided via Koster Road. The County previously conditioned the project's access be via <br /> Koster Road. Consequently, the County requires the necessary improvements to the <br /> Koster/Blewett intersection for trucks turning west onto Blewett Road from Koster Road as well <br /> r <br /> r <br />
