Additionally, the County will require <br /> the project to pay its fair share for improvements to the intersection of Blewett Road and Bird <br /> Road, and enter a maintenance agreement for its fair share of maintenance of County roadways 1-6 <br /> cont. - <br /> from the project's driveway access to the Bird Road interchange at State Highway Route 132 <br /> (SR132)." <br /> 7) Page 2-7 states under Mitigation 4.4.1 b for Impact 4.4.1 that, "As a condition of approval, once in <br /> production, the applicant will be required to contribute an equitable share of the cost of the <br /> construction of a new interchange at SR132 and Bird Road. The fee will consist of an initial <br /> contribution and a per-ton-delivered off-site fee, based on the equitable share of the project's _7 <br /> traffic impact and quantity of delivered material." This is again stated on page 4.4-17. The <br /> County has advised the applicant that the funding mechanism for the interchange project, whether <br /> as described or other, must be in-place with secured capital to construct the interchange. Further, <br /> the County has advised the applicant that staff will not support any additional truck traffic using <br /> the existing at-grade interchange, and therefore will not support issuance of a quarry excavation <br /> permit until the interchange is constructed and operational. Please revise current statements in <br /> the DEIR accordingly. <br /> 8) General comment relative to the proposed Haul Route Option#2—the County has indicated that _ <br /> staff will not support this haul route option as previously indicated in correspondence with County 1-8 <br /> Community Development Staff and the applicant. Please revise the DEIR accordingly to reflect <br /> this. <br /> 9) General comment relative to the proposed Haul Route Option #3—the County has indicated that I 1-9 <br /> staff will not support this haul route option per previous correspondence and meetings with the <br /> applicant. Please revise the DEIR accordingly to reflect this. <br /> 10) Page 4.4-3, under the "Local Roadway Access" heading, states that McCracken and Bird Roads <br /> are classified as collector roads. This is not correct—they are classified as local roads per the 1-10 - <br /> County's maintained mileage reporting system and the California Road System (CRS) maps. <br /> Please revise accordingly. <br /> 11) Figure 4.4-3, which indicates the project's trip distribution, has multiple percentage and direction <br /> errors (see attached corrected figure). In addition, it shows distribution on the segment of Koster <br /> Road between Blewett Road and SR132. This route (referred in the document as Haul Route <br /> Option 2), is not supported by County staff. Further, the freeway agreement between the County 1 1 — <br /> and Caltrans does not include an interchange at Koster Road. Please revise the figure to reflect <br /> zero project trip distribution on this segment of Koster Road. <br /> 12) Page 4.4-6 indicates that a "seasonal adjustment factor"was used to account for summer peak <br /> traffic. Please indicate what factor was used, the basis for the factor's determination, and I 1-12 <br /> calculations showing the application of the factor to the project's trip generation. — <br /> 13) Page 4.4-7 indicates that Table 4.4-3 shows the existing road segment level-of-service analyses <br /> based on the Florida Department of Transportation tables. Please revise to use the Highway 1-13 — <br /> Capacity Manual HCS2000 methodology, as the County does not recognize the Florida <br /> Department of Transportation methodology. <br /> 14) Page 4.4-15 discusses the intersection of SR132 and Koster Road. The County notes that the <br /> freeway agreement between the County and Caltrans does not include an interchange at Koster 1-14 <br /> Road, and therefore, Caltrans has the authority to close this intersection at their discretion.
