Chandler Martin
July 14, 2006
Page 4
effectiveness of the erosion control plan should be done as part of the SMARA
annual inspection.
Resoiling and Revegetation
(Refer to SMARA section 2773,CCR sections 3503,3704, 3705,3707,3711)
OMR recommends that the mitigation measures set forth in the DEIR (measure 4.3.4)
be included in the revised reclamation plan. In addition:
7. The reclamation plan should specifically state that topsoil will be salvaged and
segregated by horizon if distinct soil horizons are present, and replaced in order
of their removal.
8. Topsoil stockpile locations should be indicated on the project maps.
9. The plan should provide for monitoring, and identify specific agricultural yields to
be attained for two consecutive years following reclamation.
10. The slopes of the pit are to be reclaimed to potential grazing land. The
revegetation of these areas should be monitored and success criteria for
percent cover and species richness should be stated in the plan. Specify
monitoring methods and sampling plan to achieve 80% confidence level in
results.
11. Potential weed species present in the area should be identified and control
measures included in the reclamation plan. The plan should specify monitoring _
schedule and action thresholds for implementing weed control.
If you have any questions on these comments or require any assistance with other
mine reclamation issues, please contact me at (916) 323-8565.
Sincerely -
James S.
