3.Response to Comments r Response to Comment B-61 Commenter states that although the emissions ofROG,NOx, PM10, PM2.5, and DPM are cumulatively significant, but that the Draft EIR does not propose any additional PM10 mitigation ` beyond that required for ROG and NOX for the Project in Section 4. Per the SJVAPCD's Guide for Assessing Air Quality Impacts,and impact that is directly ` significant is also considered cumulatively significant(see DEIR Chapter 6). Feasible mitigation measures have been included to reduce direct and cumulative impacts. After implementation of ` mitigation measures,the project would remain significant for NOx and ROG in the near term, for NOx in the long term (year 2021),and cumulatively significant for particulate matter. Numerous mitigation measures required of the project will reduce PM 10 impacts (see pages 4.6-19 and 4.6- 20 of the Draft EIR). Letter C. Daniel T. Smith Jr., P.E. (LASER) Response to Comment C-1 6" Commenter states that the traffic study on which the transportation and circulation sections are based is out ofdate. Commenter states that the DEIR needs a sampling of current(2006) traffic L counts on local roads. Per the comment, 2006 traffic counts were gathered as part of the revised traffic impact study. i, The revised study is incorporated into the FEIR(Appendix B). The impacts identified in the L revised analysis are not different or substantially greater than those identified in the DEIR. Response to Comment C-2 Commenter states that the DEIR fails to account for seasonal variation in background traffic, and that as the project is in a rural agricultural area traffic counts should be obtained in the summer months. The original traffic counts were gathered off peak,and adjusted to account for seasonal variation. The revised traffic analysis is based on counts obtained during the high production season for L regional aggregate quarries(October 2006). Response to Comment C-3 LCommenter states that traffic from the operation of West Coast Aggregates should be included in the traffic study. West Coast Aggregates is included in the revised traffic analysis (Appendix B). t.. Response to Comment C-4 LCommenter states that the traffic projects and analyses of the project should be reviewed for consistency with the Caltrans IS/MND for improvements at SR 132 and Bird Road. �.
