3.Response to Comments <br /> r <br /> Response to Comment B-61 <br /> Commenter states that although the emissions ofROG,NOx, PM10, PM2.5, and DPM are <br /> cumulatively significant, but that the Draft EIR does not propose any additional PM10 mitigation <br /> ` beyond that required for ROG and NOX for the Project in Section 4. <br /> Per the SJVAPCD's Guide for Assessing Air Quality Impacts,and impact that is directly <br /> ` significant is also considered cumulatively significant(see DEIR Chapter 6). Feasible mitigation <br /> measures have been included to reduce direct and cumulative impacts. After implementation of <br /> ` mitigation measures,the project would remain significant for NOx and ROG in the near term, for <br /> NOx in the long term (year 2021),and cumulatively significant for particulate matter. Commenter states that the DEIR needs a sampling of current(2006) traffic <br /> L <br /> counts on local roads. <br /> Per the comment, 2006 traffic counts were gathered as part of the revised traffic impact study. <br /> i, The revised study is incorporated into the FEIR(Appendix B). The impacts identified in the <br /> L revised analysis are not different or substantially greater than those identified in the DEIR. <br /> Response to Comment C-2 <br /> Commenter states that the DEIR fails to account for seasonal variation in background traffic, and that <br /> as the project is in a rural agricultural area traffic counts should be obtained in the summer months. <br /> The original traffic counts were gathered off peak,and adjusted to account for seasonal variation. <br /> The revised traffic analysis is based on counts obtained during the high production season for <br /> L regional aggregate quarries(October 2006). <br /> Response to Comment C-3 <br /> LCommenter states that traffic from the operation of West Coast Aggregates should be included in <br /> the traffic study. <br /> West Coast Aggregates is included in the revised traffic analysis (Appendix B). <br /> t.. <br /> Response to Comment C-4 <br /> LCommenter states that the traffic projects and analyses of the project should be reviewed for <br /> consistency with the Caltrans IS/MND for improvements at SR 132 and Bird Road. <br /> �.
