Cermx Vemalis Quarry Mining and Redamation Projed <br /> Response to Comment C-5 <br /> Commenter concludes by stating that the DEIR transportation and circulation components should <br /> be updated in light of current traffic information and concurrent developments and be <br /> recirculated in draft status. <br /> The traffic analysis has been revised.The revised traffic impact study is attached as Appendix B. <br /> As no new or substantially greater impacts were identified in the study, recirculation is not <br /> required under CEQA Guidelines Section 15088.5. Minor revisions have been made to the traffic <br /> section of the DEIR,and are included in Chapter 4 of the FEIR. <br /> Letter D. Stanislaus County Environmental Review Committee <br /> Response to Comment D-1 <br /> Commenter appreciates opportunity to comment, but has no comments at this time. <br /> No response necessary. <br /> Letter E. California Department of Transportation <br /> Response to Comment E-1 <br /> Commenter states that the traffic data analysis does not concur with the findings or recommendations <br /> presented in the DEIR and Appendix D, and that the study must be revised and resubmitted. <br /> The preparers of the EIR met with Caltrans staff on April 4,2007,to address the agency's <br /> comments and to coordinate the preparation of a revised traffic impact study. An additional <br /> meeting with Caltrans was held later in 2007 with the applicant and County staff to discuss traffic — <br /> concerns with the project. The revised traffic impact study was completed in March 2008 and <br /> reviewed by Caltrans(per their letter of April 28,2008). The applicant and preparers of the EIR <br /> met with Caltrans on May 14, 2008 to discuss Caltrans review of the revised traffic impact study <br /> and any remaining concerns. It was agreed that a safety analysis of Haul Route 3 at SR 33 and <br /> Welty Road would be conducted. That analysis has been done,and the recommendations _ <br /> incorporated into this Final EIR. The applicant would limit tonnage on Haul Route 3 to 1.33 <br /> million TPY,and direct all truck traffic to SR 33 all the way to 1-5,thereby avoiding impacts to <br /> SR 132. The revised traffic study and the SR33/Welty intersection safety analysis are included in _ <br /> Appendix B and C, respectively,of this Final EIR. <br /> Response to Comment E-2 <br /> Commenter notes that Figure 5 in appendix C, the intersection of Bird Road and SR-132 needs to <br /> be corrected: SB directional stop sign arrows are missing on S Bird Road; there is an existing <br /> free right turn on NB Bird Road EB to SR-132; existing WB 132 is 1L, 1T, and IR; existing EB <br /> 132 is 1L, IT, and IR. <br /> Please see revised traffic impact study. <br /> Cane Vennalis Quarry Mining and RectamaWn Project 3-24 ESA/203015 — <br /> Final Emtammental Impact Report J..2008 <br />
