Cemex Vernalis Quany Mining and Reclamation Pmjed <br /> Response to Comment 1-8 <br /> Commenter states that the County has indicated that staff will not support Haul Route Option#2. <br /> Haul Route 2 has been eliminated from consideration. <br /> Response to Comment 1-9 <br /> Commenter states that the County has indicated that staffwill not support Haul Route Option#3. <br /> Haul Route 3 is analyzed in the EIR only as an interim route should construction of the SR- _ <br /> 132/Bird Road interchange be delayed. The applicant will be required to contribute their fair <br /> share to the interchange even if Haul Route 3 is temporarily allowed. In addition,total annual <br /> tonnage allowed on Haul Route 3 is less than 50%of maximum annual production. If Haul Route <br /> 3 is used,hauled tonnage will be reduced to 1.33 million TPY,all truck traffic will be directed to <br /> use SR 33 all the way to I-5 thereby reducing impacts at SR 132,and feasible safety <br /> enhancements will be incorporated at Welty Road and SR 33 including: vegetation clearance to — <br /> improve sight lines,striping,acceleration and deceleration lanes,turning radii,and signage to <br /> manage queuing at the railroad tracks. Those safety enhancements are ser forth in a May 28,2008 <br /> memorandum by David Peters and are identified in the Final EIR. Finally, in order to make the <br /> applicant's economic contributions to the Haul Route I interchange viable,an interim alternative <br /> route is necessary. <br /> Response to Comment 1-10 <br /> Commenter states that, on page 4.4-3 under "local Roadway Access",McCracken and Bird _ <br /> Roads are incorrectly classified as collector roads. They are classified as local roads. <br /> Page 4.4-3 has been revised(see FEIR Chapter 4). <br /> Response to Comment 1-11 <br /> Commenter notes that in Figure 4.4-3 has multiple percentage and direction errors (letter has — <br /> attached correction). Commenter also states that the County does not support distribution on the <br /> segment of Koster Road between Blewett Road and SRI 32 Commenter also notes that the freeway <br /> agreement between the County and Caltrans does not include an interchange at Koster Road.
