4.Minor Revisions to the Draff Environmental Impact Report
r
The traffic volumes expected to be generated by the approved mining site not yet in operation on
Bird Road south of Blewett Road are shown in Figures 11 and 12 contained in Appendix C.
These approved-project traffic volumes were estimated based on a review of the Environmental
` Impact Reports for Brown Sand and Gravel (final report dated July 1997, State Clearinghouse
Number 960-42075).
Trip Distribution
Two possible haul routes were considered as part of the analysis. Each of these routes, along with
the associated distribution of trips,is described below and shown on Figures 4.4-2 and 4.4-3.
V
• Haul Route 9ptign:1: All trucks entering and exiting the project site would use
Blewett Road and Bird Road. Ten percent of trucks would travel on SR 132 west of
Bird Road.Ninety percent of trucks access the SR 132/1-5 interchange. Seventy
percent of trucks would travel on 1-5 north of SR 132. Five percent of trucks would
travel on I-5 south of SR 132. Fifteen percent of trucks would travel on SR 132 east
of I-5.
4 l4aulRetAaOi3tien '2Sim 4 1 ar dislii huti an to Haul Route Option !,with the
option that tmeks will have the entien of using Pester Dryad for assess to and
from CD 131 In this
r se
, 4:s ant:s:hatzed that tntiplrsuleaving the site
eat on S 11Z32 willmakeam5-Ct Yvoter R-ead./CD 122Trucks entering
y ethl:enns
ite...
frem the east may, male left turns at Kn9ter Ragd/CD 1 ZZ Tnysks entering the sit
f,.... 1 5 mill of-SR 432 would likely tray el east on QD 132 and tam Fight t Kesto
Read. All trucks also use Welty Road to provide
access to SR 33. One-hundred percent of trucks travel on SR 33 between 1-5 and SR
132 the same 100 percent of trucks travel on 1-5 north of SR 33. Haul Route 3 is
designed to eliminate left-tum movements across SR 132 by using the SR 132/SR 33
interchange.Hauled tonnage will be limited to 1.33 million tons per year(TPY). If
bill, Haul Route 3 is used then the following safety enhancements will be undertaken
including:
o Construction of 4-foot shoulders beyond the outermost truck wheel tracks.
o Reconfiguration of intersection striping to prevent timing trucks from crossing
I over double yellow stripes.
o Installation of signage to warn trucks about blocking the railroad tracks
Consultation with Union Pacific regarding any additional measures needed.
r
o Reconfiguration of traffic stripes and trimming or removal of trees and
vegetation to eliminate horizontal sight distance constraints.
o Construction of acceleration and deceleration lanes at the intersection for tracks
turning right onto southbound Welty and northbound trucks turning left onto
State Route 33.
Cemex Vernalis Quan,Mining and Reclamation Project 4-29 ESA/=15
Final Environroantal Impact Report June 2008
