4.Minor Revisions to the Draft Environments{Impact Report <br /> r <br /> Measure 4.4.1c: As a condition of approval,the applicant will be required to contribute an <br /> 6. equitable share of the cost of installing new traffic signals and construction of a separate <br /> southbound left-tum lane and protected left-turn phasing at the intersection of Bird Road <br /> and Blewett Road. Traffic signal warrants must be satisfied at this intersection for <br /> ►. implementation of this measure. These proposed improvements are expected to mitigate the <br /> cumulative impacts to the intersection (for Haul Route 1). <br /> Measure 4.4.1d: The proposed project will be conditioned to operate at a maximum <br /> annual production of 1.33 million tons while Haul Route 3 is in operation. If the proposed <br /> project is limited to 1.33 million tons per year,the near-term with-Project level of service <br /> •. will be C and no significant impacts will occur. To mitigate significant impacts in the <br /> cumulative conditions,the proposed project may be conditioned to eliminate Haul Route 3 <br /> after the construction of the Bird Road/SR 132 interchange, at which time only Haul Route <br /> Ir 1 would be allowable. <br /> Measure 4.4.1e: In order to address safety concerns associated with Haul Route 3 through <br /> the SR 33/Welty Road intersection,the proposed project will be required to implement the <br /> following improvements to this intersection to the extent feasible: <br /> • Construct 4-foot shoulders beyond the outermost truck wheel tracks. <br /> • Reconfigure intersection striping to prevent turning trucks from crossing over double <br /> yellow stripes. <br /> • Install signage to warn trucks about blocking,the railroad tracks. Consult with Union <br /> Pacific regarding any additional measures needed. <br /> • Reconfigure traffic stripes and trim or remove trees and vegetation to eliminate <br /> horizontal sight distance constraints. <br /> t` 0 Construct acceleration and deceleration lanes at the intersection for trucks turning <br /> right onto southbound Welty and northbound trucks turning left onto State Route 33. <br /> Impact Significance After Mitigation: Less than significant. <br /> Regional Roadway Operations <br /> Impact 4.4.2: The project would increase traffic on regional roadways in the project <br /> vicinity.
