This would be a potentially significant impact. <br /> The traffic index(TI)is a measure of the number of equivalent single axle loads (ESALs) <br /> expected over the design period,and is described in detail in the Caltrans Highway Design <br /> Manual. The existing ESALs on Blewett and Bird Roads were estimated by performing 24-hour <br /> traffic counts and by a review of the environmental impact reports for Brown Sand and Gravel <br /> and Teichert Aggregates. The following table presents a summary of the traffic index TI analyses. <br /> The supporting calculations are presented in Appendix E of the traffic impact study. <br /> The TI analyses suggest that the proposed project and Haul Route 1 will create potential <br /> pavement impacts on Blewett Road between I-5 and Koster Road. The analyses also suggest that <br /> the proposed project and Haul Route 3 will create potential pavement impacts on Blewett Road <br /> between Koster Road and Welty Road.However, it is noted that the TI analyses are based on a <br /> 20-year pavement design life. Therefore,if Haul Route 3 if considered only as a short-term option <br /> then a significant impact would not be identified. <br /> LConsidering that this traffic impact study is not a design-level document,it is not recommended <br /> that the traffic index values presented herein be used for design purposes.
