All are <br /> eensidered acceptable levels ef sefviee. 4bus,implementatien of Hatt!Route 3 would result in <br /> less than significant im acts to the ince fseetion of SR 33 and Welty Dead Llo ever :t sheuld be <br /> neted that San joaquin County Publie Wer4s staff have indieated that they will net suppeft the <br /> use of Haul Reute 3 as an altemative assess te the site. <br /> M:tigatiew No mitigation : required. <br /> 4.5 Noise <br /> The following mitigation measures have been revised. <br /> Mitigation Measures <br /> Measure 4.5.1a: At the start of stripping operations for each phase,the applicant shall <br /> construct an earthen berm along the portions of the project site that face sensitive receptors <br /> located within 2,000 feet of mining operations for that phase. This includes residences R4 <br /> and R5 northeast of Phase IV (this earthen berm would also attenuate noise to residences <br /> R5, R6,and R7)and residences RI, R2, and R3,west of Phase III and southwest of Phase <br /> V. The sound barriers must be at sufficient height(approximately 10 feet)to block the line <br /> of sight to the nearest sensitive receptor. If continuous earthen berms of adequate height are <br /> already in place,additional berms would not be needed. <br /> Mitigation Measure 4.5.1b: The Applicant shall conduct additional noise measurements <br /> after the completion of initial stripping activities to evaluate the effectiveness of Mitigation <br /> Measure 4.5.la in reducing resultant sound levels at outdoor activity areas of nearby <br /> sensitive receptors. For those residences existing as of project approval requiring additional — <br /> sound reduction,the Applicant shall fund the construction of solid (masonry or similar <br /> construction)walls along those property lines of the residences facing the project site,if <br /> desired and allowed by the subject property owners. <br /> Mitigation Measure 4.5.1c: For any residences existing as of project approval that would <br /> exceed a noise level of 45 dBA,Lps indoors,the applicant shall upgrade house noise — <br /> reduction via window and door upgrades on the side of the houses facing the mine, if the <br /> landowner desires and allows the work to be done. <br /> Measure 4.5.3: Depending on the selected Haul Route Option,the Applicant shall notify the homeowners (of residences existin asg�ofproiect approval) ((located along the roadway <br /> segments that would experience significant traffic-related noise)of the noise impacts <br /> associated with the traffic from project operations. <br /> At the request of homeowners along the affected segments (limited to a reasonable number <br /> of complaints as determined by the County and not to exceed once a year),the Applicant — <br /> Cemex Vernalis Quarry Mining arM Reclamation Project 442 ESA/203015 <br /> Final Ern,onrnental Impact Report June 2008 <br />
