4.Minor Revisions to the Draft Environmental Impact Report
aft
The types of equipment to be used in the mining and hauling of the material include the
following:
j • Excavators • Bobcat loader
►. • Haul trucks • Maintenance truck
• Front end loaders • Lube and fuel truck
• Grader and compactors • Forklift
` • Dozer • Pickup trucks
• Scrapers • Water truck
Scrapers would be used to strip and remove topsoil, overburden, and clays. Topsoil would be
t' stripped and removed by using scrapers, and stockpiled in the berms for use in landscape areas
and future reclamation. The highest volume of stockpiled topsoil would reach approximately
50,000 cubic yards. The stockpiles would be watered and track rolled to prevent erosion and
— would be seeded for further protection if necessary. The on-site equipment and material haul
roads would be unpaved 90%paved.
L Although there are operational emissions of PMio,the Valley Air District guidance does not
provide for a significance threshold for PMio. However, the project must comply with Regulation
VIII with regards to visible emissions and opacity requirements as well as any Authority-to-
Construct permits. Of the 355 tons per year of PMio emissions from on-site processing
equipment, 63 percent is from the crushers, screening, conveyors, and other operations within the
sand and gravel process, 16 percent is from unpaved roads, with the remainder from the concrete,
asphalt, and sand dryer equipment.
` Tables 4.6-5A through 4.6-5C present the estimated project annual air emissions due to the
project in 2008 and 2020 at production levels of 4 million, 2.85 million, and 1.7 million tons per
year respectively. Total ROG emissions from the quarry operations are significant for a
production level of 4 million tons per year in 2008 and less than significant for the other
scenarios. However, total NOx emissions from the quarry operations are significant under all
production levels for 2008 and 200 2021. These results are largely due to operation of the sand
V, dryer and haul truck operations, with additional contributions from the on-site equipment
(especially the on-site haul trucks, excavators, and loaders). While several emission-reducing
measures are currently available, the extent to which quantification of these reductions can be
conducted at this time is uncertain.3 Emission-reducing measures are not available to reduce NOx
L 3 The best estimations of air emission reduction efficiency for combustion sources such as haul trucks and mining
equipment such as loaders and dozers are as follows:
- Reduction t%)
ta.
