V <br /> 6. EXECUTIVE SUMMARY <br /> This report presents the results of a traffic impact study performed for a proposed mining site. The <br /> r, analyses focus on the potential impact that traffic generated by the Project may have on nearby roads <br /> and intersections. This report supersedes all previous traffic impact study reports and memoranda <br /> for the Project. <br /> �— A new mining site is proposed by CEMEX within the area bounded by State Route (SR) 580, SR <br /> 132, and Koster Road in Vernalis, California. Specifically, the site is located southeast of the <br /> intersection of Blewett and Koster Roads. Several other mining operations currently exist in the <br /> .. vicinity of the site. <br /> The proposed mining operation will produce aggregate products that will be shipped to Stockton, <br /> LModesto, Sacramento, and the Bay Area. The Project is expected to generate an annual average of <br /> 2.85 million tons of material, with a peak annual production of 4.0 million tons of material. Material <br /> will typically be hauled in 25-ton-capacity trucks that will arrive at the site empty and leave the site <br /> Lfull of material. <br /> The two proposed haul routes for the Project (identified as Haul Route I and Haul Route 3) are <br /> described below. A previous Haul Route 2 is no longer under consideration and has been removed <br /> from the analyses. <br /> Haul Route 1: All trucks entering and exiting the site use Blewett Road and Bird Road. Ten percent <br /> Lof trucks travel on SR 132 west of Bird Road. Ninety percent of trucks access the SR 132/1-5 <br /> interchange. Seventy percent of trucks travel on I-5 north of SR 132. Five percent of trucks travel <br /> on I-5 south of SR 132. Fifteen percent of trucks travel on SR 132 east of I-5. <br /> i <br /> r Haul Route 3: All trucks entering and exiting the site use Blewett Road between Koster Road and <br /> Welty Road. All trucks also use Welty Road to provide access to SR 33 and/or SR 132 as <br /> applicable. Fifteen percent of tricks travel on SR 132 between I-5 and SR 33. Ten percent of trucks <br /> travel on SR 132 west of Interstate 5. Seventy percent of trucks travel on SR 33 between I-5 and SR <br /> 132; the same 70 percent of trucks travel on I-5 north of SR 33. Five percent of trucks travel on I-5 <br /> L south of SR 132. Fifteen percent of trucks travel on SR 132 east of SR 33.
