This report <br /> includes analysis of the following intersections: <br /> • Blewett Road and Bird Road; <br /> • Blewett Road and Koster Road; <br /> • Blewett Road and Welty Road; <br /> • SR 132 and Bird Road; <br /> • SR 132 and Interstate 5 interchange; <br /> • SR 132 and Koster Road; <br /> • SR 132 and SR 33 interchange (two at-grade intersections); <br /> • SR 132 and Welty Road; <br /> • SR 132 and McCracken Road; <br /> • SR 33 and Welty Road;and _ <br /> • SR 33 and Interstate 5 interchange (two at-grade intersections). <br /> This report includes analysis of the following road segments: <br /> • Bird Road: Blewett Road to SR 132; — <br /> • SR 132: Chrisman Road to Bird Road; <br /> • SR 132:Bird Road to Interstate 5; <br /> • SR 132: Interstate 5 to Koster Road; <br /> • SR 132:Koster Road to McCracken Road; <br /> • Blewett Road:Bird Road to Interstate 5; and r <br /> • Blewett Road:Interstate 5 to Koster Road. <br /> The intersections and road segments listed above are identified in Figure 5, Intersection and Segment <br /> Location Map. The study time periods included the weekday a.m.peak hour,which typically occurs <br /> between 7:00 and 9:00 a.m. The peak-hour scenarios were to be analyzed for the following <br /> conditions: <br /> • Existing Conditions; <br /> • Near-Term Without Project(Existing Conditions plus Approved Projects); <br /> • Near-Term With Project—Haul Route 1; <br /> • Near-Term With Project—Haul Route 3; <br /> • Cumulative Year 2025 Conditions Without Project; <br /> • Cumulative Year 2025 Conditions With Project—Haul Route 1; and — <br /> • Cumulative Year 2025 Conditions With Project—Haul Route 3. <br /> The p.m. peak hour of background traffic, which typically occurs between 4:00 and 6:00 p.m., was <br /> not analyzed because the Project traffic is expected to decrease significantly between approximately — <br /> 3:00 and 4:00 p.m. <br /> The San Joaquin County Guidelines for the Preparation of Traffic Impact Studies indicates all <br /> County roadways shall operate at LOS C or better (except in a City sphere of influence where the <br /> City has adopted LOS D); intersections shall operate at an overall LOS D or better on minor arterials <br /> and roadways of higher classification; and LOS C on all other roads; all freeways and State _ <br /> highways shall operate at LOS D. In urban areas,a level of service D is often considered acceptable. <br />
