The plan shall demonstrate that potential migration of amendments to surface water or <br /> groundwater shall not result in reduction of water quality. In addition, the plan shall provide for <br /> procedures and specifications for a soil fertility and crop productivity monitoring program for test plots <br /> within the Phase I mining/reclamation area. Productivity goals shall be established on the basis of <br /> crop productivity of adjacent lands currently under agricultural production. , <br /> A soil sample analysis from an independent laboratory shall be submitted for two-foot and four-foot <br /> depths (five random sample locations per 100 acres) of reclaimed soil. The analysis shall <br /> demonstrate that a minimum of 85 percent of the soil samples meet the specifications of the Soil <br /> Reconstruction Plan. <br /> x. CULTURAL RESOURCES: The excavator shall cease all construction and excavation work <br /> immediately upon the discovery of cultural resource material. Such work shall cease until the <br /> excavator has complied with the requirements of Appendix K of the CEQA Guidelines. i <br /> y.
