QX-96-1 <br /> OF DSS COMPANY (C/O JOSE ALVA) <br /> (FIFTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2. Approve the Revision of Approved Actions to Quarry Excavation QX-96-1 with <br /> the Findings (Attachment "A") and Conditions of Approval (Attachment"B") <br /> contained in the Staff Report. <br /> BACKGROUND. <br /> On September 4, 1997, the Planning Commission certified Environmental Impact Report <br /> ER-96-3 and approved Quarry Excavation No. QX-96-1 to remove 29,750,000 tons of <br /> aggregate over 56 years. The action was appealed by the applicant due to traffic related <br /> issues. On October 30, 1997, the Board of Supervisors upheld the appeal. <br /> i <br /> On July 11, 2000 the Board of Supervisors approved Resolution No. R-00-353 for a <br /> Revision of Approved Actions application to modify one of the Community Development <br /> Department Conditions of Approval and add one additional condition. <br /> The applicant is requesting to change the hours of operation of Quant' Excavation <br /> application QX-96-1. Currently, the quarry operates during the hours from 5:00 a-m. to <br /> 9:00 p.m. The proposed hours of operation are from 1:30 a.m. to 5:30 p.m. The <br /> applicants indicate that by operating during the proposed hours, their electricity costs are i <br /> reduced as well as the likelihood of rolling blackouts. <br /> i <br /> A review of a Quarry application would ordinarily be heard by the Planning Commission. <br /> However, this item is being heard by the Board of Supervisors because the Board j <br /> approved a previous revision to the quarry permit. 1 <br /> i <br /> i <br /> r <br /> I <br />
