If the bridge is used for the haul route, it shall be modified to provide a clear width of <br /> 28 feet and meet current design standards. <br /> (1) If the entrance to the project is located on Koster Road, Koster Road, from the entrance to <br /> Blewett Road, shall be reconstructed to provide a road with a 24-foot pavement width with <br /> improved shoulders within the existing right-of-way and using a traffic index for a 20-year design. <br /> Blewett Road,from Koster Road to Bird Road, shall be reconstructed to provide a road with a <br /> 24-foot pavement width with improved shoulders within the existing right-of-way and using a <br /> traffic index for a 20-year design. A traffic study shall be prepared to determine the structural section requirements of Koster Road, <br /> Blewett Road,and Bird Road or any impacts and mitigation measures. The developer shall deposit <br /> funds with the County for all costs, as estimated by the Public Facilities Division of the Department of <br /> Public Works,prior to Public Works preparing or contracting for the required study. Any mitigations <br /> required by the traffic study shall be provided by the applicant. (Development Title Section 9-1150.4) <br /> g. Access easements shall be required from adjacent property owners for any access roads through <br /> their properties. <br /> h. Runoff from off-site areas shall be controlled in a manner to prevent such flows from the 100-year <br /> flood event from entering the mining area. These controls could include drainage ditches and/or <br /> berms that would route water away from the tops of the proposed excavation and mining slopes. A <br /> drainage plan shall be prepared by a qualified and licensed engineer which provides runoff conrol <br /> and submitted for approval by the Department of Public Works Water Resources/Flood Control <br /> Division prior to the commencement of mining. <br /> i. When aggregate production permitted to access Bird Road and State Route 132 totals reach four <br /> million tons annually, DSS Engineering Contractors, Inc.,will be required to participate in a fair share <br /> financing program which must be adopted by the San Joaquin County Board of Supervisors. Fair <br /> share calculations are to consider only DSS's production increase over 250,000 tons (97 production <br /> base live). <br /> 3. PUBLIC HEALTH SERVICES <br /> a. An approved potable water supply must be provided for all employees. (Development Title Section <br /> 9-1100.1) <br /> b. Approved sanitary facilities must be provided for all employees. (Development Title Section 9- <br /> 1100.1) <br /> c. The materials from an excavation shall not be deposited into any water course nor in any way <br /> contribute to the pollution thereof.
