ALVA)(APN: <br /> 265-090-4, 5, & 6) <br /> The applicants are proposing to change the hours of operation of a previously approved <br /> quarry (QX-96-1). The quarry currently operates during the hours from 5:00 a.m. to 9:00 <br /> p.m. The proposed revised hours of operation are from 1:30 a.m. to 5:30 p.m. The <br /> revision does not increase the total number of hours the quarry may operate within a 24- <br /> hour period. The applicants are requesting to revise the hours to take advantage of off- <br /> peak electrical rates. <br /> The site is located on the west side of Koster Road, 2,100 feet south of Blewett Road, <br /> southeast of Tracy. The site is designated OS/RC (Open Space Resource <br /> Conservation) and AIG (General Agriculture) in the General Plan and is zoned AG-40 <br /> (General Agriculture-40 acre minimum). <br /> Noise Study <br /> � Bollard & Brennan, <br /> Inc. prepared an environmental noise assessment to determine <br /> whether or not the rescheduling of the quarry's hours of operation would adversely affect <br /> the existing residences in the project vicinity. <br /> t The study concluded that, with the mitigation measures listed below, noise impacts could <br /> be reduced to a less than significant level during early morning/nighttime mining and <br /> processing operations: <br /> • Aggregate stockpile locations should be maintained at their current positions as <br /> those stockpiles provide partial shielding of processing area noise to the nearest <br /> residences to the east and south. <br /> Early morning/nighttime mining activities within 600 feet of any residence should <br /> ' not occur unless that equipment is recessed at least 40 feet within the pit so as <br /> to be substantially shielded from that residence. <br /> F <br /> a <br />
