Recommendations Action It is recommended that the Planning Commission: 1. Approve the Negative Declaration,and 2. Approve the Revisions of Approved Actions application for Quarry Excavation No.QX-964. Findin s 1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not for the removal of prime farmland. The proposed Revisions do not change that this Finding can be made because the project is not considered a conversion of prune farmland. Following excavation,the site will be returned to agricultural uses. 2. The proposed reclamation of the property upon completion of the excavation will leave the property in a condition which will allow its reuse. The proposed Revisions do not change that this Finding can be made because the rehabilitation plan approved for this quarry excavation will return the site to agriculture. 3. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be injurious to the property or improvements in the vicinity. The proposed Revisions do not change that this Finding can be made because the Initial Study prepared for this project identified no potentially detrimental health and safety impacts,nor did it identify any injuries to properties and improvements in the vicinity. A registered engineer or geologist shall design the monitoring wells. The wells shall be located between the Phase 1 sedimentation onds and the Delta-Mendota Canal for monitorin g. of any shallow Perched iroundwater. The applicant shall monitor water levels quarterly to ensure that if a zone of saturation forms beneath the canal it does not rise to a level higher than the invert of the canal.
