The plan shall demonstrate that potential migration of amendments to surface water or groundwater shall not result in reduction of water quality., .In addition, the plan shall provide for procedures and specifications for a soil fertility and crop productivity monitoring program for test plots within the Phase I mining/reclamation area. Productivity goals shall be established on the basis .of crop productivity of adjacent lands currently under agricultural production. A soil sample analysis from an independent laboratory shall be submitted for two-foot and four-foot depths (five random sample locations per 100 acres) of reclaimed soil. The analysis shall demonstrate that a minimum of 85 percent of the soil samples meet the specifications of the Soil Reconstruction Plan. j W. CULTURAL RESOURCES: The excavator shall cease all construction and excavation + work immediately upon the discovery of cultural resource material. Such work shall cease until the excavator has complied with the requirements of Appendix K of the CEQA Guidelines. l X. INDEMNIFICATION: The owner shall defend, indemnify, and hold harmless the local k agency or its agent and employees from any claim, action or proceeding against the' local agency or its agents, officers, or employees to attack, set aside, void, or annul an approval of the local agency, advisory agency, appeal board, or legislative body concerning this Quarry Excavation permit. 2. The excavation plan shall be prepared by a Registered Civil E=ngineer and include the following: (1) Detail of access road (first 100 feet from either Koster Road or Blewett Road shall be paved). (2) Haul route. (3) Stockpile area for topsoil. (4) Any stockpile or excavation shall be 25 feet clear of the Koster Road right-of- way. b. Loads shall be restricted to legal loads only. (Streets and Highway Title Section 10- 2350) C. A video taae of road conditions on Koster Road, Blewett Road and Bird Road, along the r haul route, is required prior to the start of excavation.. The condition of these roads shall be reviewed with the Department of Public Works prior to the start of excavation and every five years thereafter. (Development Title Section 9-1415.2) i d. A Maintenance Agreement to ensure that Koster Road (including bridge), Blewett Road and Bird Road are maintained to a condition acceptable to San Joaquin County shall be executed by the applicant.
