reconstruction surface soils shall have an organic content of one percent. The plan shall <br /> demonstrate that potential migration of amendments to surface water or groundwater <br /> shall not result in reduction of water quality., .In addition, the plan shall provide for <br /> procedures and specifications for a soil fertility and crop productivity monitoring program <br /> for test plots within the Phase I mining/reclamation area. Productivity goals shall be <br /> established on the basis .of crop productivity of adjacent lands currently under <br /> agricultural production. <br /> A soil sample analysis from an independent laboratory shall be submitted for two-foot <br /> and four-foot depths (five random sample locations per 100 acres) of reclaimed soil. <br /> The analysis shall demonstrate that a minimum of 85 percent of the soil samples meet <br /> the specifications of the Soil Reconstruction Plan. <br /> j <br /> W. CULTURAL RESOURCES: The excavator shall cease all construction and excavation <br />+ work immediately upon the discovery of cultural resource material. Such work shall <br /> cease until the excavator has complied with the requirements of Appendix K of the <br /> CEQA Guidelines. <br /> l <br /> X. INDEMNIFICATION: The owner shall defend, indemnify, and hold harmless the local <br /> k agency or its agent and employees from any claim, action or proceeding against the' <br /> local agency or its agents, officers, or employees to attack, set aside, void, or annul an <br /> approval of the local agency, advisory agency, appeal board, or legislative body <br /> concerning this Quarry Excavation permit. <br /> 2. DEPARTMENT OF PUBLIC WORKS: (Staff Contact: Tom lwamiya, 468-3023) <br /> I a. The excavation plan shall be prepared by a Registered Civil E=ngineer and include the <br /> following: <br /> (1) Detail of access road (first 100 feet from either Koster Road or Blewett Road <br /> shall be paved). <br /> (2) Haul route. <br /> (3) Stockpile area for topsoil. <br /> (4) Any stockpile or excavation shall be 25 feet clear of the Koster Road right-of- <br /> way. <br /> b. Loads shall be restricted to legal loads only. (Streets and Highway Title Section 10- <br /> 2350) <br /> C. A video taae of road conditions on Koster Road, Blewett Road and Bird Road, along the <br /> r haul route, is required prior to the start of excavation.. The condition of these roads shall <br /> be reviewed with the Department of Public Works prior to the start of excavation and <br /> every five years thereafter. (Development Title Section 9-1415.2) <br /> i d. A Maintenance Agreement to ensure that Koster Road (including bridge), Blewett Road <br /> and Bird Road are maintained to a condition acceptable to San Joaquin County shall be <br /> executed by the applicant.
