4, SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT: (Staff Contact:
Tracy Roemer, 545-7000)
a. EMISSION REDUCTION- The excavator shall implement the following measures during
construction and operational activities in accordance with the SJVUAPCO Regulation VII
and Fugitive Dust Control Practices:
(1) All excavated and graded material, active areas of excavation, and traffic areas
shall be sufficiently watered to prevent an excessive amount of,dust being
generated.
(2) All clearing, grading, earth moving, and excavation activities shall cease during
periods of high winds (greater than 20 mph averaged over one hour).
(3) All material transported off the site shall either be sufficiently watered or securely
covered to prevent an excessive amount of dust being generated.
(4) Weed control shall be maintained by mowing instead of discing, whenever
possible.
(5) All inactive portions of the site shall be seeded and watered until vegetation is
established or shall be treated with dust-retarding lignins or aggregate material
not readily eroded by the wind.
(6) On-site vehicle speeds shall be limited to 15 MPH.
(7) The excavator shall use either water or petroleum-based palliative as a dust
control measure. The use of petroleum-based palliative shall meet the road oil
requirements of the San Joaquin Valley Unified Air Pollution Control District's
Rule 409.5, "Cutback Asphalt Paving Materials".
(8) The portions of Bird Rcad and Blewelt Road adjacent to the excavation area and
the entrances to the processing plant shall be swept whenever there is visible
dirt in order to remove silt that may have accumulated from construction or
excavating activities.
(9) Gravel strips or-wheel washers shall be installed where vehicles enter and exit
unpaved roads onto paved roads.
(10) All internal roads planned for long-term use shall be paved.
(11) Excess fugitive windblown dust shall be prevented by planting the proposed row
crops as quickly as possible after excavation activities for each phase have been
completed.
(12) All on-site equipment driven by intemal combustion engines shall be property
maintained and well tuned according to manufacturers' specifications.
Maintenance records demonstrating this shall be kept on the site by the
proponent and shall be made available to the County upon request.
-22-
