San Joaquin County April 19, 2000 <br /> QX 96-1 revision Page 2 <br /> 6. All material transported off-site shall be either sufficiently watered or secruely <br /> covered to prevent excessive amounts of dust. <br /> 7. When heavy equipment leaves the site, all excessive dirt accumulations on the <br /> equipment should be cleaned. <br /> 8. On-site vehicle speed should be limited to 15 miles per hour. <br /> Additionally, the proiect is subiect to District Regulation VIII (Fugitive Dust Prohibitions). <br /> The purpose of Regulation Vlll is to deduce the amount of fine particulate matter <br /> entrained into the ambient air from man-made sources. The attached Synopsis <br /> highlights many of the requirements contained within Regulation VII. The synopsis is <br /> not meant to be all inclusive, but it can be a useful compliance aid in the field and office <br /> alike. Currently District staff is in the process of conduction workshops on draft revision <br /> to the Regulation VII I Rules which could affect operation at this facility. <br /> Finally, the California Air Resources Board has identified emissions produced by the <br /> diesel powered earth moving equipment as a toxic air contaminant. Action should be <br /> taken to reduce emissions from the equipment. The District operates a Heavy-Duty <br /> Vehicle Incentive Program that provides funds for the differential cost of lower emission <br /> engines compared to a conventional diesel engine. Earth moving equipment with pre- <br /> 1996 engines can qualify for funds to replace the old engines with a new emission <br /> certified diesel engine. <br /> District staff is available to meet with you and/or the applicant to further discuss the <br /> regulatory requirements or suggested mitigation measures that are associated with this <br /> project.
