When heavy equipment leaves the site, all excessive dirt accumulations on the equipment should be cleaned. 8. On-site vehicle speed should be limited to 15 miles per hour. Additionally, the proiect is subiect to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation Vlll is to deduce the amount of fine particulate matter entrained into the ambient air from man-made sources. The attached Synopsis highlights many of the requirements contained within Regulation VII. The synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the field and office alike. Currently District staff is in the process of conduction workshops on draft revision to the Regulation VII I Rules which could affect operation at this facility. Finally, the California Air Resources Board has identified emissions produced by the diesel powered earth moving equipment as a toxic air contaminant. Action should be taken to reduce emissions from the equipment. The District operates a Heavy-Duty Vehicle Incentive Program that provides funds for the differential cost of lower emission engines compared to a conventional diesel engine. Earth moving equipment with pre- 1996 engines can qualify for funds to replace the old engines with a new emission certified diesel engine. District staff is available to meet with you and/or the applicant to further discuss the regulatory requirements or suggested mitigation measures that are associated with this project.
